State Program Advocacy Associate - Pay: $60,000.00 - $70,000.00 per year (commensurate with experience).

Remote (+): Must be available for Austin-based support duties during legislative session and Periodic on-site Association Educational Events.

Position Purpose

The Advocacy Associate supports the Texas Association for Home Care & Hospice (TAHC&H) Government Relations and Regulatory Departments in advancing policies that support access to quality home care across Texas. This role focuses on including STAR Kids, and STAR+PLUS (covering LTSS Community Care, Pediatric Therapy, and Private Duty Nursing services), policy and rulemaking with HHSC, MCOs and state and relevant federal legislative developments.

Key Responsibilities

· Legislative Engagement: Support district-specific outreach, support development of legislator notebooks, one pager development, communications, assist in PAC strategy execution and regulatory initiatives that support the TAHC&H priorities.

· Regulatory Monitoring: Track HHSC rulemaking, HHSC and relevant state agency policies, Sunset Review developments, DOGE office activities. Follow federal legislative and regulatory developments relevant to Medicaid.

· Data & Messaging: Translate provider data into compelling advocacy materials (infographics, one-pagers, ROI narratives). Message relevant information to members specific to their specialty using TAHCH communication channels.

· Member Communications & Coordination: Serve as the first point of contact for association member communications, including managing inquiries received through the regulatory inbox.

· Stakeholder Coordination: Provide support in departmental collaborations with state MCOs, TAHP/TACHP and relevant associations, coalition partners, and state agencies.

· Public Awareness: Support media strategy, including SaveHomeCare.org content.

Qualifications

· Bachelor’s degree in public policy, Health Administration, Political Science, or related healthcare field.

· 2+ years of experience in association work, government affairs, health policy, legislative advocacy, or state agency experience.

· Deep knowledge of Texas Medicaid programs, including STAR, STAR Kids, and STAR+PLUS (covering LTSS Community Care, Pediatric Therapy, and Private Duty Nursing services), as well as HHSC policy and rulemaking processes, and both state and federal legislative procedures.

· Strong writing, presentation, customer service and relationship-building skills.

· Experience working with or within MCOs, provider organizations, or regulatory agencies preferred.
