Summary
This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Washington, DC. As the Strategic Communications Director for the FFR Director (N9), at CNIC Headquarters (HQ), serves as the primary communications representative, ensuring communications, strategies, and legislative views/positions are fully coordinated before delivery to Navy and Office of the Secretary of Defense (OSD) leadership, Congress, the media, and other stakeholders.

This position is responsible for all official program requests for information including, but not limited to, taskers, congressional inquiries, ETMS2 responses and CNIC N9 directed communications.
Key Leader Engagement (KLE) duties comprise 40% of incumbent's time and include but are not limited to:
Develops and executes strategies to strengthen partnerships and relationships within the Department of the Navy (DON), Department of Defense (DoD), non-profits and other partners through key leader engagement.
Formulates and executes strategic stakeholder engagement efforts.
Cultivates an understanding of the interests, needs, and values of stakeholders and uses that to establish specific outreach goals. Monitors effectiveness against those goals and adjusts the KLE plan as necessary.
Researches and creates opportunities for CNIC N9 leaders to engage critical agency stakeholder communities. Presentations may be at national, regional, and local forums, both internal and external to CNIC and N9, effectively disseminating information that meets the strategic outreach goals and objectives of the program.
Aids in the preparation of correspondence, articles, speech materials, and reports. Considers digital engagement opportunities.
Expands KLE to include principals and staff across DON and DoD that can amplify messaging for Quality of Life programs.
Reputation Management duties comprise 40% of incumbent's time and include but are not limited to:
Partners with Public Affairs Offices (PAOs) to develop and execute strategies to bring attention to and amplify the positive impact of N9 programs, including crisis response when necessary.
Identifies and addresses public and stakeholder misunderstanding or indifference to N9 programs and policies as well as providing communications-oriented recommendations and subject-matter expertise to management.
Provides outreach to critical agency stakeholder communities, including Congress, intergovernmental partners, and the public.
Provides clear solutions to complex communication problems, and the agency with the best possible solutions and tools for disseminating information about programs and initiatives as well as highlighting accomplishments.
Plans, researches, authors and edits internal and external communications products to keep stakeholders informed.
Intergovernmental Communications comprises 20% of incumbent's time and include but are not limited to:
Works with Navy N9 HQ, regions, and installations to respond to Congressional inquiries and to design and execute a congressional engagement strategy.
Oversees the development and coordination of responses to congressional inquiries regarding CNIC N9 equities to ensure consistent messaging and to respond to congressional information requests from senior Navy leadership, OSD, and Congress in a timely manner.
Conducts persuasive engagement with congressional members and staff, seeking to influence their perspective on CNIC -related projects, missions, and interests. Analyzes key congressional interest areas and program vulnerabilities in relation to all CNIC N9 services and products.
Serves as the primary Congressional Liaison to Naval Facilities Engineering Systems Command (NAVFAC) for housing, Office of the Chief of Naval Operations (OPNAV) N1/Chief of Naval Personnel, and Office of the Assistant Secretary of the Navy (OASN) for Manpower and Reserve Affairs (MRA).
