Information:

This position is located within the Development Finance Corporation (DFC), Office of External Affairs (OEA). OEA is DFC’s lead communicator to all external audiences, including media, Congress, stakeholders, and the American public. OEA is tasked with raising the profile of DFC to the various audiences and to meet DFC’s obligations to its committees of jurisdiction in the United States Congress.                                  

The contractor shall provide personal services as a Visual Communications Specialist. The Visual Communications Specialist will be responsible for designing and producing a variety of visual materials to support the DFC's communications efforts. The ideal candidate should have a strong design background and be able to work collaboratively with teams to create visually compelling and effective materials.


Major Duties and Responsibilities

  • Design and produce visual materials, including infographics, PowerPoint presentations, reports, social media graphics, and other materials to support the DFC's communications efforts
  • Prepares publication materials and lays out documents both for print and digital delivery
  • Work collaboratively with teams to conceptualize and develop visual assets that align with brand guidelines and support messaging goals
  • Use graphic design software to create videos including operating camera and A/V equipment, photography, recording professional interviews, storyboarding, scriptwriting, editing, and coordinating digital storytelling campaigns
  • Translate complex data and concepts into clear and compelling visuals that are accessible to a wide range of audiences
  • Manage design projects from concept to completion, ensuring that projects are delivered on time, within budget, and to a high standard of quality
  • Collaborate with internal stakeholders, external partners, and vendors to deliver projects
  • Ensure that all visual materials are in compliance with brand guidelines and meet accessibility standards
  • Conduct research and analysis to identify trends and best practices in visual communication
  • Continuously iterate and improve on visual assets to maximize impact

Background:

Leading to the Development (BUILD) Act of 2018, DFC may contract with individuals for personal services (PSC), who shall not be considered Federal employees under any provision of law administered by the Director of the Office of Personnel Management. In accordance with the BUILD ACT, a Broad Government Announcement (BGA) is being used to solicit quotes on positions that will be posted throughout a five (5) year period from the date of posting. Any resulting contracts will be made under FAR 37.104 Personal Services Contracts.


Qualifications:

EDUCATION and CERTIFICATION: The PSC shall have a minimum of a Bachelor's degree in graphic design, visual communication, or a related field.

EXPERIENCE. The PSC shall have a minimum of 3 years of experience working in the field of visual design and communications, including experience within the last year. Candidates must have the specialized experienced described below (as supported by the candidate’s resume) as well as have the demonstrated ability to perform duties and responsibilities in the major duties and responsibilities section.

  • Strong understanding of design principles and typography
  • Experience designing for a variety of mediums including print, web, and social media
  • Excellent project management skills, with the ability to prioritize and manage multiple projects simultaneously
  • Strong communication skills and ability to work collaboratively with cross-functional teams
  • Ability to work in a fast-paced environment and adapt to changing priorities
  • Knowledge of international development and finance is a plus


PREFERRED EXPERIENCE: Knowledge of Adobe Creative Suite is preferred.

OTHER REQUIREMENTS: The contractor shall be a U.S. Citizen and have the ability to obtain and maintain a Public Trust clearance.


Projected Salary: Equivalent to a GS-12-01/GS-12-10/$94,199.00/$122,459.00



Work location:

  • Work is primarily performed at the DFC Office at 1100 New York Ave NW. Washington D.C. 20527. Once a telework agreement is in place, the PSC may work remotely according to DFC Telework Policy.
  • Work is typically performed in an office setting.
