Position: Program Officer/Senior Program Officer, Transatlantic Defense and Security (TDS)
Schedule: Full time
Location: On-site, Washington DC
The Center for European Policy Analysis (CEPA) is seeking a highly motivated and resourceful individual to join its Transatlantic Defense and Security (TDS) program as a Program Officer or Senior Program Officer, depending on experience. This program explores the evolving landscape of defense and security in Europe and the United States, focusing on NATO cooperation, strategic deterrence, and transatlantic security challenges.
The selected candidate will play a key role in managing and executing programmatic activities, conducting research, and supporting strategic initiatives within the TDS program. The ideal candidate will be highly organized, adaptable, and capable of working independently while contributing to a dynamic team.
Key Responsibilities:
Manage the development and implementation of key TDS projects, ensuring alignment with CEPA’s mission and strategic goals;
Conduct research and analysis on transatlantic defense and security policy topics
Engage with senior government officials, embassies, military officials, think tank partners, industry leaders, and civil society organizations;
Draft and edit policy briefs, articles, reports, and social media on transatlantic defense and organize and execute public events and roundtable discussions;
Provide support on business development opportunities for the team and assist with grant applications;
Manage and maintain relationships with the TDS team’s global network of nonresident fellows;

Work independently with minimal supervision supervise and mentor interns or junior staff as needed.
Qualifications:
Bachelor’s or master’s degree (preferred) in international affairs, political science, defense studies, public policy, or a related field;
At least three years of relevant work experience in a policy, research, or programmatic role related to defense and security issues;
Strong research, writing, and analytical skills, with the ability to synthesize complex policy issues clearly and concisely;
Excellent organizational and project management abilities, with a high level of attention to detail and follow-through;
Proven ability to engage with external stakeholders and represent CEPA in professional settings;
Experience planning and executing events, workshops, and public convenings;
Ability to work independently, manage competing priorities, and adapt to evolving program needs;
A proactive, creative, positive, and solution-oriented approach to problem-solving.
