POSITION OVERVIEW


The Advocacy Program Director oversees Cal Voices’ statewide behavioral health advocacy program (ACCESS California), which represents the interests and concerns of service recipients (Clients) in California’s Public Behavioral Health System (PBHS). ACCESS California promotes Client-driven systems and practices, and provides a bridge, voice, and representation to advance Clients’ interests in state and local policy decisions. The Advocacy Program Director is responsible for managing the deliverables-based contract that funds this program, supervising two direct reports, and coordinating efforts with a variety of local organizations that serve as subcontractors on this project. Program activities include tracking legislation and analyzing public policies; state and local advocacy; training and education; outreach, engagement, and communications; research and data collection; and hosting in-person activities and events. Accordingly, the Advocacy Program Director must demonstrate the necessary knowledge, abilities, experience, personal characteristics, and temperament to successfully manage a highly complex project and its staff, including: personal responsibility, motivation, organization, maturity, sound judgment, advanced written and oral communication, digital and technological literacy, emotional intelligence, resilience, and integrity.


Cal Voices is a Peer-run, grassroots behavioral health advocacy agency. As such, the Advocacy Program Director must have personal lived experience of recovery from a behavioral health challenge, share Cal Voices’ organizational values and positions on key issues, and possess credibility with Clients and individuals from diverse and traditionally marginalized communities. Qualified individuals who have participated in public behavioral health services in any California county, are bilingual/bicultural, and/or identify as members of traditionally underserved populations (BIPOC, LGBTQ+, veterans, immigrants, refugees, former foster youth, previously unhoused, past involvement with the criminal legal system, etc.) are strongly desired. Spanish language fluency is also desired.



MINIMUM QUALIFICATIONS


  • Personal Qualifications (A + B + C)

A. Lived experience of recovery from a behavioral health challenge; and

B. Alignment with Cal Voices’ organizational values and positions on key issues; and

C. Credibility with Clients and individuals from diverse/traditionally marginalized communities


  • Professional Qualifications (A or B)

A. A master’s degree in a relevant field (public administration, government, business administration, management, education, psychology, etc.) plus at least three years of professional work experience performing all or most of the core duties of this position (program management; advocacy and public policy; training and education; outreach, engagement, and communication); or

B. A bachelor’s degree in a relevant field (public administration, government, business administration, management, education, psychology, etc.) plus at least five years of professional work experience performing all or most of the core duties of this position (program management; advocacy and public policy; training and education; outreach, engagement, and communication)


  • A current and valid Class “C” California Driver License
  • Immediate access to reliable personal transportation throughout the workday
  • Auto insurance coverage that meets the minimum legal requirements in California
  • Ability to perform all Job Duties for this position, with or without a reasonable accommodation
  • Possession of the Required Knowledge, Skills, and Abilities for this position
  • Ability to meet all Physical and Mental Requirements for this position

COMPENSATION AND BENEFITS

Employment at Cal Voices is strictly at-will. Position sustainability relies on the continuity of existing contracts and funding levels. Although not guaranteed, future pay increases may be given based on revenue growth, demonstrated skills, quality of work performance, and/or value of the employee's contributions to the agency.


  • Starting Compensation: $100,000/year
  • Benefits: This position is eligible for employer-paid medical (up to 95%), dental (100%), vision (100%), and life insurance (100% of $50,000 policy) plans. Eligible employees may purchase family/dependent health benefits and additional life insurance through these plans. Optional benefits include voluntary participation in Cal Voices' 403(b) retirement plan, pre-tax health and dependent care accounts, long term disability plan, and more.
  • Paid Time Off: Up to 20 days per year
  • Paid Holidays: Up to 13 days per year
