The Office of Los Angeles County Supervisor Hilda L. Solis has an immediate opening for a Child Welfare & Social Services Deputy.

The First Supervisorial District proudly represents almost two million residents from several diverse communities: from East Los Angeles to East Hollywood, MacArthur Park to Eagle Rock, and Alhambra to Pomona. The candidate must be community-oriented with a passion and the experience to create policy to improve the quality of life for LA County residents, especially those who live in the First District.

The Child Welfare & Social Services Deputy will address constituent issues by collaborating with the District field team, county departments, Board offices, cities, State and Federal agencies, community groups and other stakeholders to advance policy initiatives that protect the safety and well-being of youth, promote strong and resilient families, and deliver safety-net services to the County’s most vulnerable residents.

The Child Welfare & Social Services Deputy’s portfolio includes, but is not limited to:

·        Child Welfare

·        Juvenile Justice

·        Youth Development

·        Poverty Alleviation

·        Public Assistance Programs (e.g., General Relief, CalFresh, CalWORKS)

·        Youth and Family Housing

·        In-Home Support Services

·        Education

·        Early Care & Education

·        Emancipated Foster and Transition Age Youth (TAY)

·        Crossover/Dual-Status Youth (involved in juvenile and justice systems)

·        Domestic Violence

·        Reproductive Rights

·        Immigrant Children, including Unaccompanied Minors

·        Other areas as assigned.

 The Deputy will work with the following county departments and entities, at a minimum:

·        Department of Children and Family Services

·        Department of Public Social Services

·        Department of Youth Development

·        Office of Child Protection

·        Probation

·        Los Angeles County Office of Education

·        Women & Girls Initiative

·        Domestic Violence Council

·        Office of Immigrant Affairs

·        Health Agencies (Departments of Health Services, Public Health, and Mental Health)

·        Los Angeles Homeless Services Authority

·        Child Support Services

·        Commissions that address issues concerning children, families, and social services.

·        Other departments as assigned.

Duties include, but are not limited to:

·        Respond to constituent inquiries and refer to appropriate staff, county department, or agency as necessary;

·        Conduct policy research, draft and build community and stakeholder support for motions that advance the First District’s priorities;

·        Monitor State and Federal policies that may impact the residents of the First District and the region;

·        Prepare briefing documents to ensure the Supervisor is kept updated and informed on major issues;

·        Develop and submit recommendations on important policy decisions;

·        Collaborate with internal and external partners to advance the Supervisor’s priorities;

·        Prepare briefings and talking points for meetings and events the Supervisor attends;

·        Staff the Supervisor at events, includes weeknights and weekends;

·        Represent the Supervisor and the First District at meetings;

·        Establish and maintain relationships with key stakeholders and garner their support on First District priorities and policy issues;

·        Attend department meetings, track board items and prepare briefing memos for the Board of Supervisor’s bi-monthly Board meetings;

·        Work with policy staff, communications staff and district field staff to craft the best policy recommendations and solutions for residents of the First District;

·        Work in partnership with district field team;

·       Conduct site visits to various organizations to gain familiarity with the community; and

·        Attend community meetings and district events.

Required Skills:

·        A strong desire to help people and a commitment to public service.

·        Demonstrated commitment and experience with LA County DCFS and/ DPSS, child welfare,

child abuse/neglect, safety and well-being, and poverty;

·        Strong written and oral communication skills;

·        Able to work independently, be accountable and possess a strong work ethic;

·        Strong ability to work on several projects or issues simultaneously, and prioritize assignments throughout the day;

·        Be a team player with a demonstrated skillset in working well with internal and external stakeholders;

·        Responsibly handle confidential information and matters;

·        Attend to details while focusing on big-picture goals;

·        Analyze policy issues and prepare concise briefing memos in a fast-paced environment;

·        Commitment to equity, diversity and to serving under-resourced and underserved communities; and

·        Familiarity with the First District.

Minimum Qualifications:

·     Five years of experience working in a public agency or non-profit organization addressing child welfare and social services issues through policy advocacy and community engagement.

·     Bachelor’s degree from an accredited college or university.

·      A valid California class “C” driver license is required to perform job-related functions.

Desired Qualifications:

·        Masters in social work, Public Policy, or Public Administration

·        Previous experience working in government or an elected official.
