Position Summary
Manage the work, resources, and processes needed to plan and execute Xcel Energy’s regulatory filings related to customer programs (including demand-side management, load management and demand response, electrification, renewables, and other programs). Manage the resources necessary to plan, develop, and file timely and complete program plans, annual reports, and other related filings. Support consideration of customer programs in rate case, resource planning, certificate of need, and other processes as needed. Establish and maintain relationships with regulators, advocates, and other external stakeholders. Provides strategic and business planning leadership and consultation to ensure alignment with program implementation management. Supports the development of regulatory and policy strategies to further the Company’s strategic objectives and objectives. Develop and/or sponsor testimony as needed to support regulatory filings.

Essential Responsibilities

  • Lead a team of professional employees in developing the regulatory strategies and filings that support Xcel Energy’s customer programs (including demand-side management, load management and demand response, electrification, renewables, and other programs). Ensure the filings are accurate, timely, support the company’s strategic objectives, and comply with relevant regulatory requirements. Coordinate with program implementation teams and with other parts of Xcel Energy to ensure consistent messaging and strategy within and across jurisdictions.
  • Manage the day-to-day operations of the Program Strategy & Policy team. Recommend long-term goals for the team and strategies to achieve those goals. Plan and assign work responsibilities and employee development plans.
  • Ensure customer programs are adequately and accurately considered in related regulatory processes including rate cases, resource plans, certificates of need, and other filings. Support such filings by providing subject-matter expertise, strategy recommendations, quantitative analysis, and/or preparing or sponsoring testimony, as needed.
  • Develop and maintain relationships with regulatory and other external stakeholders. Represent the company at regulatory or legislative hearings related to customer programs. Articulate and advocate for the company’s positions related to customer programs in a variety of settings.
  • Support the program implementation teams by providing tools and analysis to monitor program performance, advising on program-related policy matters, and suggesting strategies to enhance programs and results. Coordinate with program development and implementation teams to manage the creation, regulatory approval, and launch of new programs to achieve company goals without disrupting existing commitments. Provide analysis and recommendations to leadership to help identify needs and solutions related to staffing, program design, regulatory considerations, and other factors affecting the achievement of the company’s program-related goals.

Minimum Requirements

  • Bachelor's degree or equivalent related experience.
  • Advanced degree preferred.
  • At least 7 years related experience, including experience in regulatory and/or public policy areas.
  • Demonstrated experience in strategy and with business and operational performance measures.
  • Strong interpersonal and communication skills, including both written and oral communication.
  • Demonstrated leadership capabilities. Demonstrated ability to meet business and financial objectives.

Non-Bargaining

The anticipated starting base pay for this position is: $105,600.00 to $150,000.00 per year

Pay and benefit packages may vary based on position. Some employees are under collective bargaining agreements, which determine the benefits they will receive.
