Duties

Summary

Glenn Research Center is seeking a Deputy Chief for the Office of Communications and External Relations. Incumbent supports the Office Chief in implementing, managing,coordinating, and assessing NASA's efforts to establish/maintain mutual communication between the general public and various internal/external audiences. Responsible for coordinating work across core functional areas of strategic planning and integration,media relations,digital media, internal communications, and public engagement.

Supervises and controls the work of the organization. Provides administrative and technical supervision necessary for accomplishing the work of the Office.

Recommends employee promotions and recognition; approves leave; implements performance modifications and takes corrective actions as appropriate.

Advises on the planning, developing and execution of STEM activities that infuse technology into hands-on activities. Making decisions regarding develop and use of STEM content for public engagement activities.

Identifies the information needs of internal and external audiences and develops innovative means of making NASA information readily accessible to them.

Applies new methods and approaches to conceive, plan, and assess agency-wide public affairs programs, campaigns, projects, or studies, such as developing a unified strategic communications strategy to enhance various aspects of the agency's mission.

Provides advice and consultation, as a top technical expert and recognized authority in the field, on strategic communication topics and the evaluation of public affairs programs.

Advises management on public affairs implications of agency policies and decisions, recommending actions to correct misperceptions and enhance public understanding.

Leads organization effectiveness efforts and creates/implements goals and strategic communications priorities in functional areas of news media, digital media, internal communications, and public engagement for highly visible Center/Agency Programs.

Qualifications

Applicant must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as professional working experience that includes the following:

Experience designing, planning, and directing or advising on the public affairs programs; planning, initiating, and implementing comprehensive public affairs campaigns to enhance the understanding of programs among the general public; and experience in communications strategies, approaches, and tools, including relevant digital media tools, news media, media relations, public outreach, and other approaches necessary to reach large and diverse audiences.
