Job Description
The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. The BPHC envisions a thriving Boston where all residents live healthy, fulfilling lives free of racism, poverty, violence, and other systems of oppression. The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establishing a culture of antiracism and advance racial equity and justice through each of our bureaus, programs, and offices.
Program
The Office of Racial Equity and Community Engagement (ORECE) leads Boston Public Health Commission's collective work to becoming an antiracist organization and operationalize commitments laid out in the organizations Anti-Racism Policy. Specifically, ORECE works with internal and external stakeholders to eliminate the institutional and structural systems that create racial and ethnic health inequities and injustices. In 2016, BPHC institutionalized its first Equitable Community Engagement Policy and Framework. As a process, BPHC applies its Equitable Community Engagement Framework when the voices of historically marginalized communities are included in program and department decision-making.
Role
Under the direction of the Racial Equity and Community Engagement Director, the Inclusion and Engagement Manager develops, leads, and champions equitable community engagement.
Duties
- Working to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
- Co-lead the development and operationalize the BPHC Equitable Community Engagement Policy and Framework and provide on-going leadership to evaluate, update, and implement future versions; partner with internal/external stakeholders to establish community engagement goals and action plan
- Develop plans of action to meaningfully engage stakeholder groups especially historically marginalized and underrepresented communities in BPHC decision-making; support community needs assessment and health improvement planning processes.
- Develop and implement strategies to create an inclusive workplace culture; collaborate with stakeholders to increase awareness of sociodemographic inequities including race, ethnicity, gender, age, sexual orientation, and more.
- Build and maintain strong relationships with a broad range of stakeholder groups that share the BPHC Vision and Core Values
- Provide training and technical assistance to stakeholders and partners in equitable community engagement principles and practices.
- Ensure the organization is kept up to date on effective community engagement principles and frameworks.
- Collect and monitor modern practices and literature to equitable community engagement.
- Facilitate discussions, trainings and develop workshops, PowerPoints and other racial justice, racial equity, and health equity resources.
- Supervise employees, fellows, and interns; train, evaluate and recommend discipline for staff; review the work of Office of Racial Equity and Community Engagement staff for completeness, accuracy and content.
- Work in a confidential capacity. Operate independently. Use independent judgment and discretion to make decisions affecting programs and staff as it relates to program operations/services and BPHC policy.
- Collect and summarize data, write reports, program summaries and other documents.
- As an individual act compassionately with integrity and empathy, lead by example, and be willing to learn new things.
- With others be a supportive team player, prioritize building and maintaining relationships, and work to maintain a respectful work environment.
- Perform other duties as required
Minimum Qualifications
- BA/BS required plus 3 years OR 5 years of experience developing, implementing, and leading community engagement efforts with demonstrable outcomes. Significant experience working in health organizations, social service organizations, and/or government.
- Extensive knowledge of equitable community engagement principles, including familiarity with tools and practices
- Minimum 1 year experience in a supervisory or lead position.
- Have experience developing and managing programs, projects, and/or budgets
- Have experience and proven ability to lead and manage culture change in complex government/institutional structures.
- Must be self-directed individual with excellent oral and written communication skills.
- Have strong group facilitation skills; must be very detailed oriented with excellent follow-through.
- Experience in use of virtual platforms including Zoom, Teams.
- Experience designing flyers, infographics and web content with Canva, Adobe, or other platforms.
- Knowledge of and commitment to the principles of public health. Familiarity of Boston's neighborhoods, particularly neighborhoods with historically marginalized populations and poorer health outcomes.
- Must be proficient in Microsoft Office. Experience in modern social media platforms.
- Ability to work well with diverse people in diverse settings in a manner that builds trust and supports increased collaboration and partnership.
- Must be able to work a flexible schedule, which includes frequent evenings and/or weekends
- 1 year of demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience.
- Bilingual/bicultural is a plus.
- Master of Public Health degree is a plus
- Evaluation skills are a plus

- Passionate commitment to health equity and racial/social justice issues.
- Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.

Pay Range
$60,000 - $64,000/Annually

35 Hours Per Week
Hybrid schedule is subject to BPHC's temporary teleworking policy.
