Department: 32BJ Health Fund, Policy Team & Labor Industry Cooperation Fund

Reports To: Manager, Campaigns

FLSA Status: Exempt, Non-Management


Overview of the Health Fund:

The 32BJ Health Fund is a multiemployer labor-management fund that provides health benefits to members of SEIU Local 32BJ and their dependents. The Fund has approximately 190,000 covered lives across 11 states. The Fund is self-insured and is responsible for efficiently managing its resources. The Fund offers comprehensive coverage that includes benefits for medical, hospital, prescription drug, vision, dental, short- and long-term disability, and life insurance.

To ensure that the Health Fund can deliver cost-effective high-quality care, it has embraced innovative purchasing strategies that encourage plan participants to use high-quality and cost-effective benefits and providers. The Fund also invests in innovative policy solutions that will lower healthcare costs for the Fund and its plan participants. In coordination with this effort, 32BJ SEIU partnered with the employers to establish the Labor Industry Cooperation Trust Fund and launch the Campaign for Affordable Hospitals in 2021. The Campaign for Affordable Hospitals plays a critical role in protecting quality healthcare benefits for 32BJ SEIU members by fighting for fair hospital pricing. The 32BJ Labor Industry Cooperation Trust Fund was created by the Service Employees International Union, Local 32BJ, and the Realty Advisory Board on Labor Relations, Inc. to contain healthcare costs, including healthcare pricing, for the benefit of 32BJ union members and employers in New York City and the surrounding areas.


Overview of the Role:

The Fund is seeking a Campaign Coordinator to join the Health Fund Policy Team. This position reports to the Manager of Campaigns. The Health Fund Policy team was created to address the changing regulatory landscape, evaluate health policy, and elevate the 32BJ Health Fund in public discussions on healthcare costs, hospital prices, and payment innovation. The Campaign Coordinator will be responsible for executing the Campaign for Affordable Hospitals in its New York and New Jersey chapters, supported by the experience and resources of the 32BJ Health Fund, 32BJ Labor Industry Cooperation Fund, and 32BJ SEIU.

The campaign Coordinator will help manage multistakeholder coalitions comprised of labor unions, health care providers, community organizations, religious institutions, social justice advocates, and government entities – all fighting to bring awareness to and rein in hospital prices. In addition to coalition coordination, you will help manage a cross-functional team of policy and political staff, consultants, vendors, and member leaders. The ideal candidate has campaign and organizing experience, including working with diverse teams of field, communications, policy, research, and legislative staff.


Essential Duties and Responsibilities:

As the team is evolving, so is the role of the Campaign Coordinator. The essential duties and responsibilities include but are not limited to, the following.

  • Managing winning campaigns in coordination with partnering departments and officers of 32BJ SEIU and the 32BJ Health Fund.
  • Implement Campaign plans with allies including other unions, community and policy organizations, and employers.
  • Plan and execute campaign events, including but not limited to rallies, press conferences, and public hearings.
  • Connecting work to union members and Fund participants to carry out campaign plans.
  • Articulating and presenting a positive vision of the project and of the Union and Fund.
  • With the Campaign Manager, assist in creating and adapting the overall plan to move the campaign forward.
  • Help monitor the healthcare political and legislative landscape, working with consultants and partners, to identify opportunities for the Campaign.
  • Help introduce, pass, and implement new legislative efforts that meet the goals of the Campaign and Coalition.
  • Amplify the work of the Coalition and Campaign for Affordable Hospitals by disseminating data-driven analyses, recommendations, and policy perspectives to Coalition partners across multiple markets.
  • Manage designated Campaign and Coalition vendor and consulting relationships, including evaluating proposals, understanding the deliverables, and ensuring the final work product and work plan meets the needs of the Health Fund and/or Campaign.
  • Manage designated relationships with current Coalition members in multiple markets.
  • Help synthesize data and policy analyses produced by the 32BJ Health Fund policy team about healthcare costs and hospital pricing, to assist in the creation of public materials for dissemination through traditional means or social media.
  • Assist in content development and ensure political attendance and engagement for an annual conference on hospital prices.


Qualifications:

The ideal candidate is someone with at least four (4) years of campaign experience, with a focus on executing organizing plans and managing political relationships. This candidate should have a strong aptitude for relationship and vendor management, as well as event coordination and presentation skills. Qualifications for the role include:

  • An in-depth understanding of organizing and campaigning based on prior work experience, particularly executing large field, issue-based, and/or legislative campaigns
  • Experience coordinating staff and members, and ability to work with people from diverse backgrounds
  • Strong relationship management and people management skills
  • The ability and willingness to travel and occasionally work long hours, including weekend work as needed
  • The ability to work well independently and as part of a team
  • Strong communication and presentation skills, both oral and written, demonstrated by an ability to coordinate and communicate with internal and external contacts
  • Well organized, attentive to detail, and able to multitask and manage projects and events
  • Ability to successfully implement Campaign initiatives in a timely manner and juggle multiple priorities
  • Ability to work autonomously
  • Able to proficiently use MS Office software packages.
  • College degree required- BS or BA, or equivalent experience.
  • An understanding of the New York State, New York City, and New Jersey health care and political landscapes is a plus.
  • Experience executing labor-centered legislative and issue-based campaigns preferred.
