EXECUTIVE OFFICE OF THE PRESIDENT

Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division (MOD), Office of Human Capital. The primary purpose of this position is to provide policy and management officials in OMB with management advice, consultation and assistance in human resources matters and in all aspects of human capital management.

Duties

As a Human Capital Specialist-GS-0301-13, your typical work assignments may include the following:

Provides assistance to OMB leadership in all aspects of human capital management, including reviewing and recommending organization alternatives to enhance OMB's performance in the crucial area of human resources management.

Manages the OMB Pathways Program, Interns, detailees, and the OMB onboarding/offboarding process.

Partners with customers to proactively offer long-term solutions that align with business strategy.

Provides advice and consultation, engages in organizational development efforts, develops products and plans, and assists with implementing, monitoring, and measuring effectiveness of solutions and initiatives.

Utilizes dashboards, data, and analysis tools and techniques to proactively identify trends and risks, resulting in diagnosis of organization needs with proposed solutions.

Applies judgment in determining high-impact initiatives and executes purposeful decisions with regard to what the Human Capital team focuses on.

Builds business cases for initiatives and negotiates priorities with customer.

Partners with the Executive Office of the President, Human Resources Office for the timely execution of HR-related requests.

Analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions.

Works with OMB managers to develop and implement personnel policies regarding recruitment and placement, personnel reassignments, and position management.
