Responsibilities

As a SENIOR EVIDENCE ANALYST, GS-0301-13/14/15, your typical work assignments may include the following:

As a Senior Evidence Analyst on the Evidence Team, you have the opportunity to directly support and enhance how the Federal Government builds and uses evidence. The Senior Evidence Analyst will lead assigned evidence-related activities and initiatives, and will provide expert advice and technical assistance to Federal agencies and other OMB components, including policy officials, regarding the evidence-related activities under his/her responsibility. This advice and consultation will be focused on evidence and program evaluation, and includes policy planning and government-wide guidance development; policy and budget analysis; implementation of evidence-focused legislation and guidance (e.g., the Foundations for Evidence-Based Policy-making Act of 2018 and the Foreign Aid Transparency and Accountability Act); cross-agency coordination; and the review of regulations, evaluation designs, budget proposals, legislation, and funding solicitations. Specific responsibilities will include:

(1) Serve as subject matter expert both within OMB and externally on program evaluation, evaluation methods, and other evidence-building techniques, as well as the evidence base, recent research, and policy context for assigned policy areas.

(2) Oversee, in coordination with other OMB components, the planning, design, review, and implementation of evaluation and evidence-related initiatives for assigned policy areas, such as major evaluation projects, evidence-focused grants programs, use of administrative data, and learning agendas.

(3) Provide direct consultation and support to OMB components related to evaluation and evidence building across OMB activities, including budget proposals, legislative proposals, funding opportunities, programmatic decisions, and strategic planning.

(4) Lead the development and implementation of government-wide guidance to agencies on how to support the use of evidence in policy-making and program implementation, including evaluation and other rigorous methods.

(5) Perform thorough and complex policy analyses, identify and assess policy options, and make recommendations based on those analyses, including writing summary memoranda, developing briefing materials, and conducting briefings for senior policy officials.

(6) Develop, recommend, and support the implementation of strategies to build Federal capacity for evidence-based policy-making, including the requirements of the recently enacted Foundations for Evidence-Based Policy-making Act and other relevant laws, policies, and guidance. This involves working directly with OMB components and Federal agencies to build capacity to conduct program evaluation and utilize other evidence-building methods.

(7) Identify opportunities to streamline or improve processes that relate to how agencies build and use evidence, and develop and implement recommendations to improve these functions.

(8) Prepare briefing materials and deliver briefings for senior policy officials; prepare testimony and Reports to Congress, issue papers, and decision memoranda that evaluate proposed evidence-related policies and/or their application as they relate to specific policy areas.

(9) Represent the Evidence Team at technical and policy meetings in the private, public, and nonprofit sectors on topics related to the Administration's evidence agenda and assigned policy areas.
