Salary Range: $105,000 to $120,000
DESCRIPTION OF JOB:
Summary of Functions: The Deputy Director of Operations & Cabinet Affairs for Statewide Performance (hereinafter called “Deputy Director”) leads the team within the Governor’s Office of Operations responsible for statewide performance management, organizing the executive branch to deliver on the Governor’s Bold 5 policy priorities, implementing initiatives to improve statewide operational performance, and addressing certain operational challenges across the State as they arise. The Deputy Director also supports the Director of Operations & Cabinet Affairs in other responsibilities, including representing the Director in various internal and external meetings, assisting with day-to-day Cabinet operations, and other responsibilities as assigned.
Essential Duties and Responsibilities:

The operationalization of the Governor’s Bold 5 agenda, by convening cross-agency Cabinet working groups;
-
Maintaining the State’s performance management system in compliance with the SMART Act, including:
-
The Governor’s Dashboard (see https://dashboard.colorado.gov/);
-
The State’s performance management guidelines;
-
Coaching State agencies on setting strong performance metrics; and
-
Monitoring goal progress and resolving barriers.

Helping to oversee the team’s professional development portfolio, including courses offered to state employees, leadership training programs, and employee recognition awards;

Ensuring that the Operations Director and other senior staff are adequately briefed on all key issues regarding Department performance;

Managing a team of 2-4 direct reports, including hiring and onboarding processes, team retreats, and professional development;

Ensuring coordination of key work streams across State agencies and within the Governor’s Office;

Assisting the Director of Operations in their daily responsibilities, including acting as their representative as needed, and ensuring they are briefed on key state issues;

Supporting the Director’s and Chief of Staff’s management of the Governor’s Cabinet, including supporting the annual review process, monthly check-in meetings, and coordination of bi-annual cabinet retreats; and

Serving as a first line of response and troubleshooter from the Governor’s office as certain operational challenges arise within agencies. With the Operations Director, decides when to elevate to the Chief of Staff and the Governor
Organizational Relationships: This position directly supervises a team of 2-4 individual contributors, provides guidance and direction to all team members with responsibility for all phases of their performance management, and supports the portfolio of the broader team. This position reports to the Director of Operations & Cabinet Affairs.

Strong analytical skills, with a sound understanding of statistics and ability to identify and use data to inform decisions and to make recommendations.

Possesses the political savvy to coach agency leaders, as well as the team of advisors, on how to connect the expectations of the public to the work of government.

Able to understand employee motivations and concerns, as well as to rally teams around common goals; able to advise senior executives across state government on the same.
Minimum Education/Experience:
Preferred Qualifications:
-
Graduate degree in public policy, public administration, business administration, economics, or another related field. -
Previous experience in state government.
-
A total of at least eight (8) years of combined education and/or relevant work experience in an area closely related to the work areas to be performed by this role, including government administration, strategic planning, goal setting, and/or project management.
