Job Summary:
We are seeking a highly motivated and organized Executive Assistant (EA) to support our Department of State (DOS) Professional and Administrative Support Services engagement. The EA will support The Bureau of Legislative Affairs (H). The candidate will manage the Assistant Secretary (A/S) and H Front Office staff travel, sensitive correspondence flow, changing schedules, senior-level visitors and fast paced multiple office complexities in a highly visible office environment.
Responsibilities and Duties:
- Provides direct administrative support to the H Assistant Secretary (A/S), Principal Deputy Assistant Secretary (PDAS), Deputy Assistant Secretaries (DASes) and other staff as assigned.
- In conjunction with the H Front Office Support Team, assists with managing the bureau's classified secured space for the Assistant Secretary and senior bureau leadership
- Provide surge capacity for the Staff Assistants who handle virtual and paper briefing materials for the Secretary and other 7th Floor principals on sensitive policy issues and
- Assistance with organizing TS/SCI briefings, TSVTs, and TS telephonic calls, as required by the Assistant Secretary and/or PDAS.
- Serves as the senior liaison between H/FO and Capitol Hill
- Maintain calendars for H/FO and other managers as assigned
- Review, analyze, and screen incoming correspondence, routing issues of overriding and central importance to the bureau and all other correspondence to appropriate staff members
- Assist H staff in liaising with senior officials both within and outside the Department.
- Ensure formal decisions, recommendations and suggestions made by H management are passed to the proper offices for implementation or review
- Distribute the H Daily Outlook, the activity log for H – details what H is doing, interactions with the Hill, indicates which taskings are due and/or late to H, and other vital information
- Monitor ongoing substantive matters as instructed by H management
- Assists with the preparation of materials for use by senior management in sensitive meetings and conferences, gatherings, and public appearances both within the United States and abroad
- As needed and assigned, serves as Unit Security Officer (USO) with direct supervision by the H A/S, PDAS or their designee.
- Assists with managing time and attendance and preparing time and attendance documentation
- Under direct guidance of Leadership, assists the H/LRU with the tasking, tracking and submission of mandated reports to Congress and participation in the Office of Management and Budget's (OMB) interagency clearance process for pending or proposed legislation, enrolled bills, Statements of Administrative Policy, Presidential Proclamations and Executive Orders
- Will be a pivotal part of the team working with the bureau's front office to ensure the State Department's position is heard on a wide variety of Congressional and Administrative initiatives
- As assigned makes careful searches for information difficult to obtain, compiles data and makes preliminary analyses
- Assist in the coordination between H/FO and L-H/EX, requesting assistance on behalf of management to ensure that operations in these functional areas run smoothly
- May work with classified and unclassified computer data bases and use Excel, Microsoft windows, and related computer based programs
- Manages other tasks authorized by Government Task Manager that fall within the scope of this task order
- Will be responsible for performing Time and Attendance (T&A) for the office.
- Arranges and coordinates travel plans, itineraries, visas and country clearances necessary for the A/S, PDAS, DASes, or other staff to include other individuals and groups traveling with Bureau staff, ensuring that all arrangements are authorized properly, itineraries are cost effective and efficient and follow department rules and regulations, as well as prepares travel vouchers for reimbursement upon return. All travel is prepared using E2 Travel Solutions.
Qualifications and Skills:
- Minimum education: High School diploma or equivalent
- A basic foundation of administrative concepts and practices sufficient to perform independently such duties to enable timely and efficient communications.
- Four (4) years of senior government administrative or secretarial support experience.
- One (1) year of State Department experience, preferred.
- One (1) year experience with dealing with the Department's E2 travel system.
- Experience with arranging travel for Department employees.
- Operational knowledge of Microsoft Office Suite, specifically Excel, Word, Microsoft Windows, and related computer-based programs.
- One (1) year of Office 365 experience.
- E2 travel software training/experience preferred.
- Ability to learn the WebTatel timekeeping progam
- Ability to quickly learn other computer-based programs
