The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.
Duties
The position is located in the U.S. Capitol Police (USCP), Office of the Assistant Chief of Police for Protective and Intelligence Operations, Intelligence Services Bureau (ISB). ISB provides intelligence information and analysis of domestic and international threats, as well as intelligence on terrorist activities worldwide, and determines potential impact on Congressional operations, Members of Congress, and the Capitol Complex on a time sensitive basis. The position assists in planning, directing, administering, and implementing USCP's policies relating to intelligence analysis, finished intelligence production, investigative support, and personnel security.
As Associate Director, the incumbent reports to the Director of Intelligence or designee and directs, manages, and oversees intelligence as it relates to physical security, counterintelligence, insider threats, support to law enforcement investigations, cybersecurity incident response, crime, and other concerns related to the security of the legislative branch of government and the nation. The position directs and leads as an authority in strategic analysis and assists in managing a diverse team of highly specialized intelligence research specialists and contracted staff responsible for supporting the USCP mission.
This position requires a top secret/sensitive compartmented information (TS/SCI) security clearance and therefore requires the incumbent to be subject to a satisfactory full field investigation.
The position supervises technical and administrative staff; provides occupational specific technical and administrative direction to three or more subordinate employees performing the work and functions of the organization; and provides technical oversight of work on a continuous basis. Supervises and directs the operations of the staff by planning and assigning work based on management priorities, employee capabilities, and schedules. Obtains resources and identifies strategic objectives for the organization. Provides leadership and guidance to ensure staff efforts are appropriately directed to provide continuing analysis of related program areas; identify opportunities for improvement and recommend appropriate action to implement enhancements.
Provides employee resources and information that ensures a safe and healthy work environment. Plans, directs and evaluates high-level functions and activities assigned; develops or provides changes to internal procedures and policies to meet workload demands and changes, and provides effective and efficient workflow of all functions assigned. Manages and resolves employee and labor relations issues. Resolves problems and implements policies and procedures geared toward enhancing employee morale. Encourages and acts upon employee suggestions to ensure workplace improvements.
Evaluates all source intelligence data, information and procedures for accuracy. Prepares and edits integrated intelligence products, such as briefings, intelligence assessments, and intelligence estimates. Updates and maintains intelligence databases for functional areas or networks in order to immediately support no-notice and short-notice contingency operations.
Coordinates and integrates with officials inside and outside the Department to ensure that actionable intelligence information is available at all levels of the USCP. Establishes and fosters working relationships and information networks with all levels of the national intelligence and law enforcement communities (local, state, and Federal governments) to support the interests of the USCP and the Legislative Branch.
Represents ISB as the technical expert and authority in reporting activities and events to the Director of Intelligence, and USCP executive management team. Provides assistance and strategies to support USCP operations and activities. Assists the Director or designee in coordinating and managing logistics, budgets, and contracts. Participates in the annual budget process in consultation with the Director or designee, projects budget needs, equipment, procurement, property accountability, government purchase card management and management of travel requirements.
Independently plans and carries out a wide variety of tasks. Develops and implements plans designed to enhance relationships with targeted stakeholders. Plans and conducts briefings and other Congressional community relations activities in support of organizational programs. Coordinates the development and release of briefing materials; coordinates the final review of materials with the appropriate legal, technical, and management staff to ensure accuracy and suitability of release; and formulates policies and procedures governing the organization's liaison activities.
