This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Federal Financial Management (OFFM).

The incumbent will serve as a journeyman level policy analyst, providing expert advice and assistance on a diverse array of policy issues, building supporting rationale and providing the analytic basis for major OMB and/or Presidential policy decisions.

?Provides expert advice and assistance on a diverse array of policy issues, and builds a supporting rationale and provides the analytic basis for major OMB and/or Presidential policy decisions ?Using relevant analytic methods and plans, conducts and completes, independently and with other staff, special analyses and studies needed to support financial management, budget, legislative, and regulatory policymaking for major federal programs and issues. ?Conducts outreach, provides technical assistance, and engages with key stakeholders and partner organizations within OMB, Federal agencies, and external partners including state, local, tribal governments, nonprofits, universities, auditors, and congress. ?Coordinates interagency policy development processes builds multi-stakeholder consensus to achieve broadly accepted recommendations; oversees project plans for government-wide implementation of new policy. ?Reviews important research, evaluation and statistical activities of Federal and nongovernmental sectors identify material relevant to pending public policy issues and suggests improvements in agency data bases and analysis necessary to shape informed policy decisions. ?Coordinates development or evaluation of complex budget, program, and financial management and legislative proposals. ?Reviews pending and proposed budget actions, legislation and regulations, on assigned topics and advises the supervisor of recommended actions. ?Works with budget examining divisions on selected assignments to enhance budget formulation and execution.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to analyze budgetary and legislative proposals related to federal financial assistance; implement financial management policies and provide oversight of federal programs to support more efficient and effective government; OR

A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include ; OR

A combination of education and experience as listed above.

You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to analyze budgetary and legislative proposals related to federal financial assistance; implement financial management policies and provide oversight of federal programs to support more efficient and effective government; and review and analyze draft agency proposed rules and regulations for federal financial assistance.

You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to analyze budgetary and legislative proposals related to federal financial assistance; implement financial management policies and provide oversight of federal programs to support more efficient and effective government; review and analyze draft agency proposed rules and regulations for federal financial assistance; develop data standards and data management process to support the effectiveness and efficiency of federal grant programs; and lead and coordinate workgroups in the development or implementation of financial management policies.
