The Federal State Coordination Manager provides leadership to staff providing highly advanced, senior-level consultative services and technical assistance work administering the daily operations and activities of the Federal State Coordination team. The position’s work involves developing goals and objectives, as well as developing and revising policies, processes, and procedures for the IT division to ensure proper governance of information resources and the efficient and effective delivery of IT services. The position directs and supervises the development of internal reports and other technical documents such as the Biennial Operating Plan, Quality Assurance Team documentation, and Legislative Rider Reports as required. This position performs complex business analysis and applies in-depth knowledge of technology and state Legislative requirements, priorities, and standards for achieving established goals, as well as developing, coordinating, and evaluating the IT division's federal state reporting and coordination process. The Federal State Coordination Manager is also responsible for the day to day management of a team of 7 highly technical staff, which includes assigning resources, monitoring and documenting staff performance, and process improvement identification and implementation. The position performs leadership tasks on behalf of the director including representing the director at meetings. This position is essential to supporting all IT Major Information Resources Projects and Programs at HHS.

Essential Job Functions:
Provides direction, management and oversight to a diverse, highly skilled technical and professional staff charged with the support of all Major Information Resources projects, ensuring compliance with all State and Federal requirements regarding documentation, and reporting. Work includes directing and supervising the creation, editing and publishing of executive reports and policy analysis projects for the IT division, business analytical work products such as process mapping for IT business practices, and other technical documents. Performs tasks on behalf of the director including representing the director at meetings. 20%

Effectively manages the assigned unit, selecting technical staff, establishing performance plans, providing staff feedback, developing and implementing knowledge transfer plans, and filling highly technical vacancies as required. 15%

Serves as the Federal State Coordination Manager in fielding questions/issues from Texas state leadership and DSHS/HHS executive management regarding Major IT projects, developing and coordinating complete and appropriate responses to all in a timely manner. Advises and consults with IT project teams regarding highly complex organizational and business process issues and concerns. Represents the HHS IT division in communications. 15%

Manages a team of federal state coordinators in providing consultation regarding state and federal rules and regulations governing HHS IT projects to HHS system staff. Directs staff in interpreting policies, procedures, rules, regulations, and standards to staff at DSHS/HHS system divisions. Provides timely and accurate analysis of requested information. 10%

Analyzes and interprets developing trends to mitigate and resolve a variety of complex issues for the division, developing and implementing solutions, and ensuring related work products are completed to a high quality standard within requested timeframes. 10%

Represents HHS by preparing and/or delivering presentations, training and information to executives and staff regarding federal and state funding, reporting requirements, and IT planning. Performs negotiations, resolves conflicts, makes presentations, and communicates technical information to all levels of management, customers, technical and non-technical staff. 10%

Oversees and develops action plans, schedules, makes recommendations for problem resolution, and provides timely and accurate status reports. 10%

Work with the Director, Federal State Reporting and Coordination, and other management team members to develop strategic and tactical plans for the entire IT organization that further align with HHS HDIS programs, establishing organizational goals and budgets, and research and recommend new strategies, tools, and techniques. 10%


Knowledge Skills Abilities:
Significant management skills and the ability to organize, direct, and manage a team of staff of diverse, highly skilled professionals.

Experience in Federal State Coordination or including providing training for Fed State Staff and Project Management teams, as well as communicating and presenting to executive management.

Knowledge of applicable rules, regulations, policies, functions, and operations of the DSHS and HHS system and of related legislative procedures.

Strong knowledge of program planning and implementation.

Team-oriented interpersonal and communications skills, including ability to communicate clearly, both orally and in writing, with technical and business staff, contractors, suppliers, executive management, auditors, Centers for Medicare & Medicaid Services and the State Legislature, easily adapting to the needs of each individual audience.

Knowledge of information technology trends (hardware, software, and services).

Strong knowledge of HHS system programs and IT projects.

Skill in communicating effectively both verbally, in writing, and providing effective training material/presentations for an executive audience.

Skill in handling multiple projects and meeting tight deadlines.

Ability to identify and analyze complex problems/issues, evaluate alternatives, develop and recommend effective solutions, and oversee planning and implementation.

Skills in quantitative and qualitative analysis.

Quality Assurance skills, ensuring all documents submitted conform to agency and federal and state guidelines and requirements, as well as the agency writing style guide.

Ability to prioritize and manage multiple tasks.

Ability to coordinate with other staff, departments, officials, agencies, organizations and the public.

Registration or Licensure Requirements:
Project Management Professional (PMP) preferred but not required.


Initial Selection Criteria:
  • Graduation from an accredited four-year college or university.

  • Demonstrated experience managing large scale IT projects at a government agency or large organization.

  • Demonstrated experience successfully coaching and guiding others in a work environment.

  • 2 Years of Experience in management and supervision of staff at a state agency or large organization.

  • Project Management Professional certification preferred.
