Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates operating health centers across the U.S. Planned Parenthood Action Fund is an independent, nonpartisan, not-for-profit membership organization formed as the advocacy and political arm of Planned Parenthood Federation of America. The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.


Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek an inspirational and data-driven National Director of Impact and Strategy. This job reports to the VP of Organizing and Electoral Campaigns in the Policy, Campaigns and Advocacy Division of PPFA. The PCA provides issue and electoral campaign support, expertise and execution to the federation.


Purpose:

  • This role will lead the Organizing and Electoral Campaigns department in strategic goal setting, monitoring and evaluation to ensure that every team and lever of social change works toward a shared vision, collaborates effectively, pilots new projects and wins campaigns. This role will intentionally center BIPOC and young people, supporters, patients and leaders. This role will be a partner to the OEC team leadership, namely the Vice President, in defining, integrating and elevating strategy and clarifying areas of improvement and success. This role will motivate the full team to excel while working to de-silo and integrate teams through thoughtful meeting structure and internal communication.

Engagement:

  • This role will require engaging with top leadership within the OEC department and across the PCA division and the whole of PPFA (Action Fund and PP Votes). Alignment and advocacy with other Vice Presidents, National Directors and Managing Directors will be essential for the success. It will be critical to excel at conflict resolution and foster collaboration between leadership and their teams. Beyond leadership, this role will need to nurture collaboration between teams themselves and incorporate their expertise into goal setting and internal structure management.
  • This role will also extend beyond internal relationships by reaching out to PPFA affiliates and ancillary organizations during planning and execution phases of the work for feedback, input and evaluation. This will also extend to partner organizations nationally and in states.
  • This role will manage and oversee two teams, the Data, Analytics and Research Team (DART) and the Management and Operations Team (MO). These teams have extensive expertise and skills needed to accomplish the charge of this newly merged team.

Delivery:

  • Department and Team Program/Goal Setting & Reporting:

○Set qualitative and quantitative strategic department goals across the department cascading into OEC teams. These will include metrics of success and will focus on engagement with BIPOC and young communities, supporter growth and engagement, affiliate-facing capacity-building programs, strategic partnerships and OEC-led campaigns


○Define and lead OEC-wide reporting on progress to goals and results, including synthesizing goal status with data and analytics to tell the story of OEC’s work

  • Department and Team Program Monitoring & Evaluation:

○Create and manage the development and roll out of tracking, monitoring and evaluation frameworks, guidelines, processes, systems, plans and/or tools to guide quality assessment and learnings re: programmatic interventions and/or investments (resources, funding, etc.


○Regularly evaluate the efficacy of tracking, monitoring and evaluation processes and systems and make improvements as needed.


○Leverage monitoring, evaluation, data and analytics to develop best practices


○Ensure data, analytics and best practices are being used proactively to inform activities and investments across OEC

  • Department Management:

○Align and create synergy through internal processes like meeting structure, internal communications and other methods of alignment so that teams are working towards shared goals, are aware of concurrent efforts between teams, are developing budgets reflective of goal priorities and describing the work in a powerful way for fundraising/development purposes.


○Develops team capacity and manages internal leadership development & staff development to ensure goals are achieved.

  • Knowledge management across department and organizational:

○Identify new opportunities, new learnings and contributes to institutional learning and establishment of best practices


○Convene the OEC community to share learnings and manage the incorporation of learnings into daily practice


○Elevate successes and lessons learned to executive leadership when appropriate.


○Define, develop and support framework for research, partnerships, and organizing to inform organizing and national campaigns on BIPOC and young communities

  • Special Project Studies, Incubation & Innovation:

○Identify opportunities, manage new initiatives through beginning phases with OEC teams and develop sustainable models for initiatives to be integrated into team/department goals and pass ownership to respective teams.


Knowledge, Skills and Abilities (KSAs):

  • 10 years of leadership or managerial experience in policy, advocacy, political campaigns or fundraising. Some experience should be in operations or evaluation within policy and advocacy campaigns specifically.
  • A strong racial justice analysis, DEI analysis and demonstrated ability to integrate and execute on goals associated with equity in programs and in management
  • Experience managing a team with distinct priorities, workloads and pressures
  • Experience with innovative, fast-paced, data-driven campaigns and organizing.
  • Experience conducting program evaluation, testing and writing reports detailing accomplishments and areas for improvement using qualitative and quantitative data
  • Demonstrated track record of setting clear goals across a team collaboratively and working towards success with clear benchmarks and reporting
  • Excellent communication skills; verbally and written
  • Ability to facilitate meetings, ask curious questions, probe to gather facts and engage multiple perspectives when evaluating or building a program
  • Experience managing multi-million dollar budgets and shifting priorities within them while holding the whole.

$175,000 - $180,000 a year
