Position Summary:

Under the direction of the CRIHB Executive Director, the Health Policy Analyst is responsible for analyzing health related policies, legislation and regulations and their impact upon Tribal Health Programs in California. This position is responsible for the preparation and dissemination of technical reports and data analysis for use in the scoping and implementation of CRIHB legislative and policy agendas. This position shares responsibility with the Executive Director for the advancement of the CRIHB legislative and policy agendas with local, state and federal decision makers. The Health Policy Analyst also provides assistance to the Executive Director with other duties as assigned.

Essential Functions:

  • Develops and maintains on-going communication between the CRIHB organizations, the Indian Health Service, Tribal Health Programs other governmental agencies and tribal governments.
  • Prepares and disseminates legislative alerts and updates regularly.
  • Provides update information on legislation/policy to the CRIHB web page.
  • Contributes articles to The Tribal Health Advisor and the Admin Notes.
  • Scans Internet sites and the public media to gather information on health issues.
  • Prepares written analyses of Indian Health-related policies, legislation and regulations, for use by CRIHB staff and for distribution to the Tribal Governments, CRIHB member programs.
  • Evaluates and analyzes federal legislation for impacts on the provision of health care services to California Indians.
  • Maintains accurate data on health care services and health status issues affecting Tribal Health Programs in California.
  • Maintains a database of legislative and policy information.
  • Researches, in collaboration with other CRIHB staff, and prepares analyses on various topics related to the provision of health care services to California Indians.
  • Assist CRIHB Executive Director and staff prepare resolutions, multimedia presentations, issue papers and written responses on issues of concern to the CRIHB organization and its members.
  • Delivers public presentations on health policy issues to Indian and non-Indian audiences.
  • Assist in the development of legislative testimony and resource materials for the purpose of educating state and federal officials on California Indian Health issues.
  • Represents CRIHB at state and federal legislative hearings and meetings.
  • Provides input to planning and facilitating quarterly Board of Director meetings.
  • Attends quarterly Board meetings and other meetings and conferences related to Indian health concerns as assigned by the Executive Director.
  • Prepares quarterly report of activities for the Executive Director.
  • Works cooperatively with other CRIHB staff in a team atmosphere that promotes the mission of the Board.
  • Performs other related duties and assignments as directed by the Executive Director.
  • Regular and predictable attendance.
  • Other duties as assigned.
  • Additional Responsibilities:
  • Maintain a valid, unrestricted California Driver’s license and ability to be insurable under CRIHB’s automobile insurance. If employee has a valid license from another state, he/she must obtain a CA license within 2 months of hiring date.
  • Position requires frequent overnight travel within CRIHB’s service area.
  • Requires ability to drive up to 7 hours a day.

Qualifications:

  • A Master’s degree in Public Policy, Public Health or some related field or a Law Degree is preferred, or must have a Bachelor’s Degree; and
  • Three years of health related work experience which includes the preparation of written analyses of policies, preparing legislative testimony, preparing advocacy materials, legislative reports, or similar work experience (Please provide 1 example with application)
  • Must have strong analytical writing skills including the ability to produce a well-organized and informative extended narrative.
  • Must demonstrate extensive experience and knowledge of state and federal agencies, and the legislative process.
  • Knowledge of Indian health legislation, the Medicaid and Medicare programs is required.
  • Experience working for a tribes and tribal organizations is highly desirable.
  • Must have the ability to utilize Microsoft Office software and the Internet.This position requires an awareness and keen appreciation of American Indian traditions, customs and socioeconomic needs and the ability at all times to meet and deal effectively in contacts with Indian organizations which requires tact, courtesy, discretion, resourcefulness, and good judgment in handling functions of a sensitive nature.

Preference in hiring is given to qualified American Indians in accordance with the Indian Preference Act (Title 25, U.S. Code, Sections 472 and 473).
