Job Duties

The Virginia Department of Taxation’s Policy Development Division is seeking a Lead Tax Policy Analyst to provide staff support to the Tax Commissioner and the executive and legislative branches of state government. In this role, you will lead a team that assists with the development of tax policy, application of existing policy, analysis of pending state and federal legislation and litigation, and formulation or review of potential executive or legislative initiatives. The Lead Tax Policy Analyst will also serve as a resource/liaison on highly technical and complex tax issues with persons and groups, both within and outside the agency. This role will serve as a mentor/coach to tax analysts and will work closely with the Tax Policy Director to establish goals for the unit and ensure administrative responsibilities are performed in a timely manner.

This position is for existing Virginia Tax employees only.

This position will be required to report to the Richmond, VA office as business needs dictate.

This position is eligible for a hybrid telework schedule.

This position may require overtime during the legislative session.

Anticipated hiring salary is commensurate with experience up to $110,000

Minimum Qualifications

  • Considerable knowledge of U.S. federal, state, and local tax statutes, regulations, and sub-regulatory guidance; prefer experience analyzing tax issues over tax preparation
  • Considerable knowledge of one or more major tax areas (sales tax, income tax, or local tax)
  • Demonstrated ability to research, analyze and resolve complex issues relating to state and local taxation
  • Working knowledge of policy development and legislative principles, e.g., how a bill becomes law, how to draft legislation, talking points, etc.
  • Demonstrated ability to draft highly technical documents in a clear and concise manner
  • Skill in communicating complex technical issues in a clear and concise manner, both verbally and in writing

Additional Considerations

  • Considerable working knowledge of project management principles and demonstrated ability to manage individual and/or team projects; experience participating in agency-wide legislative projects preferred
  • Considerable understanding and experience developing and applying tax policies
  • Experience working with the Virginia General Assembly and drafting/analyzing state tax legislation
  • Demonstrated ability to work in a fast-paced environment; adjust priorities in order to complete sensitive projects; and meet critical deadlines on multiple projects within a tight timeframe
  • Demonstrated ability to supervise, lead, mentor, and coach others
