Summary

This position is located in the Executive Office of the President (EOP), U.S. Trade Representative. The incumbent serves as the Deputy Assistant US Trade Representative (DAUSTR) for Services and Investment and advisor to the Assistant U.S. Trade Representative for Office of Services and Investment.


Duties

The incumbent serves as Deputy Assistant U.S. Trade Representative for Investment and Cybersecurity. As such, serves as an expert advisor to the U.S. Trade Representative and the Assistant U.S. Trade Representative (AUSTR) for Services and Investment on the development and implementation of U.S. Government objectives and trade policies relating to investment, and cybersecurity. Assists the AUSTR for Services and Investment in providing leadership within USTR for planning, directing, and coordinating interagency activities on investment and cybersecurity matters relating to all aspects of the trade agreement. Represents the U.S. government in its contacts with foreign governments and the public; discussions of trade policy issues under the auspices of the WTO and other fora; conducts negotiations with foreign governments on trade issues; leads USTR's involvement on the Committee for Foreign Investment in the United States. Develops USTR positions on legislation; prepares testimony and briefing materials to be used by the U.S. Trade Representative and senior USTR officials in connection with Congressional hearings. Supervises a staff of professionals in the development of policy positions to be taken by the United States on trade issues relating to achieving new investment opportunities for U.S. companies.


Expert knowledge of U.S. trade policies and practices, international and bilateral trade, and the operations and programs relating to the U.S. trade legislation, regulations and procedures.

Demonstrated experience in analyzing domestic and international developments in the investment and/or cybersecurity area.

Demonstrated experience related to negotiating trade agreements, and in developing strategies and tactics for negotiations.

Knowledge of the interagency policy formulation process within the U.S. government and the demonstrated ability to function effectively within such a structure.

Demonstrated skill in preparing written policy option papers, as well as in making presentations on technical information and policy issues.
