Position: 2022-2023 Government Affairs and Law Fellow

Job Status: Full-Time

Experience: Mid-Level (4-6 years)

Salary: $95—125/year, depending on experience

The Niskanen Center, a nonpartisan think tank and advocacy organization that works to promote an open society, is seeking a Government Affairs and Law Fellow. The goal of the Fellowship is to elevate the Niskanen Center’s growing body of work in transmission and natural gas pipeline policy. The ideal individual will have experience with research and policy change, and will be responsible for developing policy reports, comment letters, regulatory proposals, testimony, speeches, or commentary in collaboration with Niskanen’s experts. Responsibilities also frequently include briefing allies, building coalitions with new partners, and directing outreach to regulators and legislators or their staff.  

The Fellow will report to Niskanen’s Chief Counsel, Deputy Chief Counsel, and Vice President of Government Affairs. With the supervision and guidance of senior staff, the Fellow will assume substantial responsibilities, including: 

  • Develop and disseminate policy and commentaries to the Hill, media, coalitions, and the broader public recommending initiatives that improve authorization processes; 
  • Develop and coordinate external relationships and partnerships, including with landowners directly impacted by pipelines and transmission projects;
  • Conduct research, writing, and collaboration across issues related to pipeline and transmission projects; and
  • Coordinate with research associates, paralegals, and/or interns related to specific cases and policies (but not formally supervise them).  

Qualifications and Skills

  • At least 3 years of Hill or federal policy experience;
  • J.D. preferred, but not required; 
  • Bar membership preferred, but not required;
  • Superior oral communication skills and comfortability engaging outside individuals and organizations;
  • Ability to translate complex issues to key takeaways for diverse audiences; 
  • Possess the ability to manage independently long-term projects from conception to completion, and a willingness to collaborate with other Niskanen colleagues and stakeholders; and 
  • Strong interpersonal, research, and writing skills.
