When you join PPGNY as the Chief External Affairs Officer, you will be responsible for developing, implementing, overseeing, and evaluating a cohesive and collaborative statewide strategy for public advocacy, outreach, and electoral goals. Applying a reproductive justice lens, the CEAO will help shape an intersectional, multi-issue agenda to work in coalition with organizational allies.

Additional Responsibilities:

  • Develop and implements effective departmental structures and fiscal policies and procedures, including development and oversight of annual departmental budgets.
  • Identify and build strategic partners in the reproductive health, rights, and justice movements, as well as other progressive fields.
  • Oversee and track PPGNY lobbying activities and assures compliance with appropriate local, state, and federal authorities.
  • Set departmental priorities, developing annual strategic and operational plans and program budgets, in collaboration with the Chief Financial Officer.
  • Create and implement proactive, affiliate-wide messaging and marketing strategies to promote PPGNY’s health care, education, and advocacy mission to reach diverse audiences, including the public, as well as the media, political decision makers, and funders.
  • Analyze and incorporate polling and market research into a comprehensive communications strategy for the organization.
  • Oversee all aspects of PPGNY Action Fund’s Advocacy Collective, a group of 800+ highly involved volunteers who support PPGNY's work through various advocacy activities including field outreach, sex-ed advocacy, political action, fundraising, and health center escorts.
  • Cultivate and expand PPGNY’s student and on-campus organizing efforts. Expand and strengthen PPGNY’s partnerships with community partners, grassroots leaders, and coalition allies on SRH and intersectional issues.
  • Develop and implement online advocacy campaigns to educate and engage PPGNY community partners, grassroots leaders, and activists to support new initiatives and advance our policy and legislative agenda.
  • Organize in-person and field events for the public and PPGNY supporters, such as lobby days, forums, and rallies designed to enhance and support the Agency’s mission as a health care provider, educator and reproductive health and rights advocate.
  • Determine organizing and electoral goals and strategies by providing leadership for the development of a statewide plan for electoral, legislative, and other organizing campaigns. Implement campaigns, as necessary.
  • Serve as PPGNY’s primary lobbyist to local, state, and federal elected and appointed officials regarding sexual and reproductive health and rights and funding for PPGNY programs and services.
  • Develop annual local, state, and federal legislative strategy in coordination with Planned Parenthood Empire State Acts (PPESA), Planned Parenthood Federation of America (PPFA), and PPGNY senior staff.
  • Monitor the activities of local, state, and federal government and recommend positions and strategic direction on legislation, regulations and policies affecting sexual and reproductive health care and rights and/or PPGNY.
  • Cultivate and maintain ongoing relationships with local, state, and federal legislators and policymakers in all municipalities across the affiliate, Albany, and Washington DC.
  • Develop and implement annual and long-term electoral strategy for the Action Fund, PPGNY Votes, and PPGNY Votes PAC and Serve as PPGNY Votes PAC and PPGNY Votes’ main spokesperson; regularly engage with and update the boards of PPGNY Votes PAC and PPGNY Votes.
  • Cultivates key relationships to develop and broaden the c4 and PAC fundraising base with an emphasis on soliciting gifts and stewarding donors.
  • Guides development of public policy goals and strategies; provides leadership for identifying opportunities for change through public policy and advises on mechanisms to use to effect change. Collaborates with allies and partners to respond to and defeat policies that would restrict access to abortion or other reproductive health care


You have:

  • Strong relationship building and communication skills, including an ability to work and build trust across cultural differences related to race, class, age, gender, gender identity and expression, sexual orientation, religion, ethnicity, national origin, or ability; and to reflect on one’s personal identity with humility.
  • Bachelor’s degree in Public Policy, Political Science, or related field; graduate degree preferred.
  • 10 years’ experience in public policy or advocacy environment including electoral, legislative, and regulatory work. Experience in community, political or union organizing and/or legislative issue advocacy as well as government relations, preferably with existing local and state contacts.
  • 5 years’ experience in leadership capacity within a public policy or advocacy environment


Compensation:

  • $163,084 - (Mid)$226,505 - (Max)$289,927

All positions at PPGNY require:

Proof of immunization or immunity to certain communicable diseases (including influenza during the flu season) and testing for tuberculosis. These certifications are required by the NYC DOHMH Health Code, NYSDOH and OSHA.
