Primary Purpose

Coordinates Company relations with city councils and other elected and appointed officials and key influential community and business leaders for assigned areas of local/regional governmental bodies and develop and promote local community relations. Executes strategic public affairs activities within the assigned portion of the SoCalGas service territory, to execute on stakeholder interests, program implementation and infrastructure development. This role may require 24/7 support during emergencies or crisis situations.

Duties and Responsibilities

  • Identifies and establishes a rapport with local/regional governmental officials and community leaders in order to influence decisions affecting the Company. Develops and maintains a community profile and identify significant community and political trends; review and analyze proposed regulatory, administrative and legislative initiatives and their effects on the Company. Monitors local/regional governmental meetings; identify key issues or areas of interest that the Company should address and coordinate the Company's response to such issues. Compiles and develops data pertaining to local and regional legislative, regulatory or administrative matters and ensure currency and availability of same. Presents before local/regional government bodies on behalf of the Company.
  • Acquires leadership positions in influential community and business organizations, which provide Company presence, through strategic alliances with key stakeholders and thought leaders.
  • Executes and implements public communications plans at the local level that supports distribution, transmission and storage operations, expediting as necessary operation activities and addressing local environmental, regulatory, and governmental issues.
  • Assists in the negotiation and obtaining of approvals including requisite permits from local and regional bodies for planned Company projects.
  • Provides liaison with local offices of state and federal legislative representatives; keeps such representatives informed of the Company's position on proposed legislation. Provides public testimony and responds to media inquiries.
  • Builds and supports community, business and economic development coalitions, providing information about Gas Company services.
  • Solicit support from other utilities, firms, agencies and associations on local or regional issues and matters of mutual concern.
  • Develops and administers local non-labor and charitable contribution budgets to enhance SoCalGas’ image and support of the community.
  • Performs other duties as assigned (no more than 5% of duties).
$109500 - $164300 / year

Education

  • Bachelor's Degree Bachelor's degree or equivalent experience. Preferred field of study in political science, public administration, public policy, public relations or communications is Required.
  • Training or coursework in managerial skills, public speaking and Company operations is essential is Preferred.
Experience

  • 5 years of Governmental, regulatory and/or community relations experience with emphasis on public contact and communications, or utility experience with customer outreach related programs is Required.
Knowledge, Skills and Abilities

  • Knowledge of political science, communications, computer literacy, finance, community relations, community housing and developmental environmental studies are critical. Required
  • Working knowledge of the political and business dynamics for the cities/communities of: (specify geographic territory including cities/counties). Preferred
  • Possess problem-solving and analytical skills to evaluate critical issues and impacts on company operations; develops creative solutions. Required
  • Possess working knowledge of business math and basic accounting principles to develop localized company budgets, as well as analysis of local governmental and community organizations’ budgets and financial reporting. Preferred
  • Possess the ability to articulate complex issues, information and instructions to diverse internal and external audiences. Required
  • Ability to provide public testimony and competently respond to media inquiries. Required
