Summary

The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.


Duties

The Office of Policy and Strategy (P&S) is responsible for developing Intelligence Community (IC)-wide policy; publishing the National Intelligence Strategy and ensuring consistency in strategic planning; overseeing foreign disclosure and release; and advising the Director of National Intelligence (DNI) on hostage and detainee affairs. P&S sets the strategy and policy framework for the IC, enabling the delivery of timely, accurate, relevant intelligence support and capabilities to stay ahead of opportunities and risks in our complex global and technological environments.


Lead and align ODNI and IC engagement on a range of policy matters at the national level, ensuring a coordinated voice and consistent approach.


Create and maintain effective working relationships across the ODNI and IC and with other key USG partners (e.g., State Department; OUSD I&S, etc.) to address policy issues that span multiple mission/functions and program areas.


Direct and oversee national intelligence issues related to the P&S and NPSG areas of responsibilities and coordinate internal and external initiatives to ensure alignment with DNI, DD/PC, and ODNI priorities. Actively advise and support ADNI/P&S interactions and deliverables on these issues.


Forecast and manage resourcing of needs, including support to P&S budgeting and execution, recruiting and retaining government staffing, resourcing training, travel, and TDY for government staff, and working to ensure responsive contractor support.


Manage and direct the National Policy Support Group as the lead ODNI staff element on intelligence sharing, foreign disclosure and release, hostage and detainee affairs, policy support to the NSC on assigned issues, and staffing, as directed, of Presidential Transition Contingency Planning requirements during election cycles.


Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aids in developing the organizational culture
