Job Description
This position is located in the United Nations Operations and Crisis Centre (UNOCC), heading the Research and Liaison Unit (RLU), which conducts research and integrated analysis on issues of concern to senior UN leadership while providing clients with integrated, analytically driven products. The position reports to the Director of the UNOCC through the Deputy Director.
The UNOCC is a multi-party entity reporting to the USG for Policy in the Executive Office of the Secretary-General (EOSG), through the Strategic Planning and Monitoring Unit (EOSG/SPMU) and, on peacekeeping matters, with oversight from the USG for Peace Operations, through the Director for Coordination and Shared Services (ODCSS).
The UNOCC also receives strategic oversight from a Client Board of principals from each of the client entities. The UNOCC provides global situational awareness, crisis and risk management, as well as facilitates cross-pillar analysis and decision-making in the UN. The UNOCC is operationally positioned under the ODCSS between the Department of Political and Peacebuilding Affairs and the Department of Peace Operations.
Responsibilities
Within delegated authority, the Political Affairs Officer is responsible for the following duties:
- Serves as the Head of the Research and Liaison Unit (RLU), coordinating the day-to-day responsibilities of the Unit, including establishing priorities for RLU-driven projects and products.
- Reviews and monitors activities in countries and regions of concern to the Executive Office of the Secretary-General and to the leadership of the Department of Peace Operations; assesses trends which might affect the political situation and the political impact of intra-regional issues such as refugees, drug control and natural resources; recommends solutions/possible action by United Nations.
- Analyses political and related events within assigned area with a view to provide early warning advice to senior UN officials (including EOSG and members of the Executive Committee/Deputies Committee) through the provision of, inter alia, in-depth research, quantitative and qualitative analysis, data analytics and infographics.
- Prepares analytical reports and papers on sensitive and high profile matters of concern to the General Assembly, Security Council, or other bodies;
- Leads the team and charts priorities for the collection and analysis of information on political, operational and security trends that affect current and potential peace operations or emerging crises globally.
- Arranges and participates incapacity building and fact-finding missions to the field.
- Meets regularly with operational teams including UN staff, national officials as well as Military and Civilian Police officers to plan projects and review project activities.
- Provides up-to-date information to senior officials regarding substantive political matters and country or regional issues and makes recommendations on actions to take.
- Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
- Participates in conferences, seminars and academic fora related to his/her assigned area of expertise.
- Carries out, in consultation with the Chief of the Section, administrative functions relating to the staff planning and budget.
- Performs other related duties as required.

Education
Advanced University Degree (Master's degree or equivalent), in political science, international relations, international economics, law, public administration, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
• A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.
- Experience with data analysis, and producing analytical products, including data visualizations is required.
- Experience in humanitarian or relief field work, national Foreign Service, international organization, or peacekeeping operations is desirable.
Languages
English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required. Knowledge of another official UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is temporarily available for an initial period of four (4) months, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
