Boeing is seeking a Senior Manager – International Operations and Policy (IO) to join our Government Affairs team in Arlington, VA.

This position will collaborate across the Boeing’s business units and Government Operations (GovOps) in order to support Boeing’s international sales campaigns. The IO team focuses on generating advocacy from the United States (U.S.) Executive Branch, Congress and the Washington, D.C. diplomatic community for both international commercial and defense opportunities. This Senior Manager role will also interact with domestic and international trade associations, think tanks, and coordinate messages with foreign relations congressional committees.

Position Responsibilities:

  • Works closely with IO executives on achieving commercial and defense advocacy objectives

  • Manages tasking, writing, editing, approvals and quality control for all written deliverables

  • Develops and executes strategy for successful advocacy campaigns, including interaction with Boeing’s business units, third parties, and government and congressional officials

  • Builds internal relationships with critical Boeing defense and commercial partners, and engages as appropriate, with U.S. government to help shape winning campaigns

  • Represents IO team across Boeing GovOps partners and collaborate on cross-functional initiatives and working groups

  • Represents The Boeing Company externally with Boeing customers, third parties, foreign embassies, government and congressional officials

  • Stays aware of pressing foreign policy issues, including keeping team and Boeing leadership apprised of policy developments and potential business impacts

  • Coordinates and supports logistics and briefing materials for foreign delegation visits to Boeing Long Bridge and other Boeing sites

  • Liaises with external consultants, industry association and think tanks, as appropriate

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

The position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree or higher

  • 5+ years of experience engaging directly with government customers, including USG personnel, Congress, or foreign embassies

  • 5+ years of experience with policy development and/or analysis, comprehensive research, and preparing and delivering presentations for executive-level personnel

  • Communication experience, both written and verbal, with a comfort of representing the organization externally, and frequent interactions with executive-level management

  • Experience with Microsoft Office Products like Outlook, PowerPoint, Excel, and Word

Preferred Qualifications (Desired Skills/Experience):

  • Master’s degree or higher

  • Strong background and experience with U.S. Government policy making, security assistance, and/or international relations

  • Experience in commercial diplomacy and advocacy on international campaigns that intersect business objectives and international policy

  • Experience with foreign military sales, direct commercial sales, and licensing processes, to include the technology transfer/foreign disclosure (TSFD) process of defense export policy.

  • Highest personal integrity, and a commitment to Boeing values of safety, quality and transparency

  • Strong organizational management skills with ability to prioritize under tight deadlines

  • Experience collaborating across multi-functional teams

Please note that the salary information shown below is a general guideline only. Salaries are based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $167,450 – $226,550
