Allegheny Science & Technology (AST) is seeking a Senior Policy Analyst to support our team in Washington, D.C. The Senior Policy Analyst develops policy recommendations that advance the mission of the Department of Energy's (DOE) Grid Deployment Office (GDO). The ideal candidate has a strong understanding of the legislative, appropriations, regulatory, and policymaking processes, and will work closely with GDO leadership to shape strategies for regulatory and legislative engagement with the White House, Congress, the Administration, and other key stakeholders in Washington, D.C.
Duties & Responsibilities:
- Prepare formal policy comments and communicate key updates to internal and external stakeholders.
- Identify policy questions, propose effective solutions, and build consensus within GDO and across DOE on high-profile issues.
- Analyze proposed federal and state legislative and regulatory initiatives with potential implications for GDO's mission.
- Monitor and assess policy developments at federal and state levels that affect GDO's strategic objectives.
- Engage with legislative and regulatory officials, congressional staff, and leaders of membership organizations on behalf of GDO and DOE stakeholders.
- Attend, monitor, and report on relevant group activities, meetings, and events; occasional travel (up to 20%) may be required.
- Represent GDO at meetings, hearings, briefings, and conferences.
- Review, organize, and track complex legislation, regulations, and policy developments related to grid deployment and infrastructure.
- Lead policy briefings for internal and external stakeholders, including senior policy leaders and partner organizations.
- Draft and analyze policy statements using advanced writing and editing skills.
- Respond to requests from: GDO Front Office for Program Coordination, DOE senior leadership, Congress, The White House, OMB, and other stakeholders as needed
- Assist in identifying legislative priorities through engagement with members, national partners, and allies.
- Represent GDO in meetings with Members of Congress, their staff, and key Administration officials.
- Cultivate and maintain relationships with congressional offices, focusing on key committees relevant to GDO's mission.
- Respond to congressional inquiries and requests in a timely and effective manner.
- Monitor, analyze, and summarize federal legislation, amendments, and proposals.
- Prepare and disseminate information on legislative and regulatory developments.
- Draft talking points, remarks, speeches, congressional correspondence, fact sheets, testimony, action alerts, and other communications materials.
Required Qualifications:
- A Bachelor's Degree or higher is required and a minimum of four (4) to seven (7) years of policy, congressional and/or Legislative Affairs experience with a Government, a non-governmental organization - preferably at a think tank-, or on Capitol Hill, to include analyzing and evaluating programs and legislation, and responding to high-level inquiries. Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
- Experience in science, energy, or technology is preferred with an enhanced preference for experience in government consulting or government service.
- Proficiency in Microsoft Word, PowerPoint, Outlook, and SharePoint.
Desired Qualifications:
- Ability to critically think, examine complex issues, and identify gaps and possible solutions/improvements to problems.
- Experience working with Senior Level Executives.
- Experience working with the DOE.
Other Qualifications:
- U.S. Citizenship is required.
- The duties of this position require the candidate to report to a designated DOE Reporting Center or the DOE Forrestal Building in Washington, D.C. during their daily work schedule. The reporting location will be defined at the time the position is filled. Unless otherwise stated, the default DOE Reporting Center is the DOE Forrestal Building in Washington, D.C. Occasional or regularly scheduled telework may be available for this position as workload or other conditions allow and will be negotiated at the time of appointment. These teleworking agreements, if accepted by both parties, are intended to be flexible and may change during the term of this appointment. Initial teleworking agreements are not guaranteed to remain unchanged and workload or other conditions may require the candidate to report full time to the designated DOE Reporting Center.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.
The pay range for this position based on full-time employment is $120,000 - $170,000.
