Salary may be adjusted to include a Cost of Living Allowance (COLA) of 2.86% for Anchorage, Alaska, 10.28% for Honolulu, Hawaii, and 3.13% for Puerto Rico. JOB SUMMARY:
CDC is filling this COVID-19 Temporary appointment position under Title 5 CFR 213.3102(i)(3) based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. Applicants who meet minimum specialized experience qualifications stated in this announcement and the needs of the agency will be referred to hiring managers for further consideration.

"As a Public Health Analyst (Policy), you will: Perform analysis of public health legislation, regulations, executive directives, departmental policy issuances, as well as other influential statements of policy. Assist in public health program evaluation and the measurement of program outcomes. Develop the organization's goals management plan as well as short and long-range goals and objectives. Propose public health program and other changes necessary to respond to changes in policy. Identify policy needs (e.g. legislation) and coordinates the preparation of strategies and proposals in response to those needs. Apply public health principles to policy research. Provide leadership, expert technical advice, and coordination in policy research and policy development that will influence public health practice." ]

QUALIFICATIONS REQUIRED:
Continuation of Requirements: NOTE: Temporary appointments may be made for a specified period not to exceed one year. The appointment may be extended one additional year for a maximum of 24 months of total service. Research position: No Supervisory position: No. MINIMUM QUALIFICATIONS: Applicants must meet the following qualifications for Public Health Analyst (Policy) GS-0685-12/13/14. For GS-0685-12: Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience developing, coordinating and/or implementing public health policy, planning and evaluation activities for an organization. For GS-0685-13: Applicants must have one year of specialized experience at or equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience planning, managing, and evaluating public health programs, projects and policy, to include legislative developments. For GS-0685-14: Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience performing public health policy research, planning, partnership and evaluation activities to further organizational goals and objectives involving public health programs and activities.
