Coordinates the activities for the Delegation by performing the duties listed but not limited to, conducting legislative research, drafting and tracking legislation on Legislative Data and Processing Center (LDPC), preparing member-specific talking points for floor speeches and special events, collaborating with regional Legislative Communication Office (LCO) teams, working with stakeholders, providing informational briefings for delegation members, following the legislative schedule for each Session week, coordinating with the leadership team, the Governor’s Office, and the Administration as a whole, and performing any duties required by the Delegation Chair. This job may be eligible for telework opportunities.

Essential Duties & Responsibilities

  • Conduct legislative research, including drafting legislation, tracking legislation on LDPC.
  • Analyze bills and amendments and work closely with Committee Executive Directors.
  • Serve as liaison for the Delegation between Members, Leadership, Senators, Governor's Office, Executive Branch agencies, staff and the public as needed.
  • Work closely with district office staff and Harrisburg staff to ensure accurate, up-to-date, and concise information sharing that could have a potential impact on constituents.
  • Assist with processing of constituent inquiries by conducting research and drafting responses on issues before the General Assembly relating to the Delegation's region of Pennsylvania.
  • Work closely with Delegation Chair to develop legislative priorities for the delegation.
  • Work with various interest groups and lobbyists to schedule informational meetings.
  • Work with staff and Members to implement strategies for legislative action and public awareness on issues identified by Caucus Leadership and Caucus Members of the Delegation.
  • Develop talking points, floor speeches, special event speeches, press releases, news articles and newsletters in conjunction with Legislative Communications Office and the Messaging Team.
  • Review and analyze co-sponsorship memos and make recommendations to Chair regarding which bills might be good for the Chair and delegation members to support.
  • Travel as necessary.
  • Perform any other legislative work-related duties as assigned.

Minimum Qualifications

EDUCATION and EXPERIENCE

Bachelor's degree from four-year college or university with two years related experience and/or training; (a year of equivalent, relevant experience may be substituted per year of education required).

KNOWLEDGE, SKILLS and ABILITIES

Needs good knowledge of legislative process and issues with a strong legislative research ability.

Supplemental Information

EXPECTATIONS

Although typically a Monday-Friday 9am-4:30pm type schedule will apply, the applicant should be able to accommodate late evenings, weekends, with some degree of travel as required for needs that arise for session and delegation duties.
