Purpose of position

Responsible for shaping and delivering integrated public affairs and communication strategies on high-stakes policy and access issues with significant impact on Johnson & Johnson business and reputation. Works closely with certain members of the Janssen Americas Leadership Team (JALT) and J&J Government Affairs & Policy (GA&P) to proactively shape our company’s dialogue on key policy and marketplace access issues for the largest business in Johnson & Johnson (US pharmaceuticals) and strengthening our capabilities in and approaches to relevant public affairs issues impacting our sector, including pricing/access communication in the US and in dynamic, complex markets of Canada (the second-largest Janssen business) and Latin America.

Responsible for leading and developing a high-performing, highly engaged team that delivers for the Enterprise and our Janssen businesses and strengthens our Government Affairs, Communications & Public Affairs (GCPA) function.

Responsibilities/principal duties

Shape US policy dialogue to support innovation, advancing patient care and access, strengthening our business, protecting and enhancing Johnson & Johnson’s reputation by leading a team in the development and execution of integrated public affairs plans.

Collaborate with JALT, Enterprise public affairs colleagues, and GA&P leadership to identify and prioritize medium and longer-term policy issues and opportunities

Synthesize knowledge based on deep internal and external policy and political networks; broad understanding of our business priorities as well as competitive and industry landscape; federal and state policy issues, and able to collaborate across Janssen and our broader Enterprise to advise business and leaders on policy-related decisions and strategies and enable smart decision-making in an often volatile political environment.

Shape integrated public affairs plans that leverage full range of channels to reach key stakeholders, including media relations, advocacy and industry relations, lobbying, paid media, citizen activation, and employee activation.

Build relationships with, act as liaison to and shape the work of key third-party influencers and external constituencies involved in dialogue on policy issues, including trade associations and coalitions (ex: PhRMA, BIO)

Develop & maintain relationships with top media and serve as a media spokesperson on US pharmaceutical policy issues in key political media outlets.

Shape US marketplace dialogue to drive patient access to Janssen medicines by leading team in the development and execution of integrated market access communication strategies

Partner closely with the US Chief Strategic Customer Officer and Chief Scientific Officer to position Janssen as a leader in shaping a value-based US healthcare approach, including establishing leadership in value-based partnerships, quality improvement, health economics and real world evidence

Collaborate across Janssen and Enterprise to shape integrated access communication plans that leverage full range of channels, including media relations, advocacy and industry relations, and marketing, to drive market access decisions by public and private payers

Maintain deep understanding of current market access issues affecting Janssen and our brands. Lead team in developing relationships with top media and serving as a media spokesperson on US patient access issue.

Lead team in identifying and applying outcomes metrics to communication practices, and provide insights that drive confidence, integration and alignment. Model close partnership with Strategy & Insights Center of Excellence in developing metrics and assessing impact

Guide team in leveraging organizational communication to enhance employee alignment and engagement in the Strategic Customer Group and Scientific Affairs organizations

Establish Janssen/J&J leadership in and shape dialogue on critical business and reputational issue: pricing, value and access

Lead cross-functional Janssen US Value, Access and Pricing team composed of senior representatives from US and global commercial teams, GA&P, Advocacy, Finance, and Communication & Public Affairs (C&PA) to position Janssen/J&J as a leader and positively shape dialogue on pricing and access through development and execution of well-considered, comprehensive, fully aligned, innovative strategy and coordination of all activity across our business to align with strategy.

Lead development and publication of the company’s annual Janssen US Transparency Report in which Janssen continues its leadership in transparency by disclosing additional information of interest to key stakeholders, including information related to pricing, and critical issues related to patient access and innovation

Ensure alignment of messaging and strategy on policy, access, value and pricing across Johnson & Johnson and leverage broader organisational efforts to drive positive policy and access outcomes

Given global influence of US policy and access dialogue/decisions, ensure alignment of all relevant internal stakeholders, including GA&P, global Janssen access/GCSO, and cross-sector C&PA colleagues

Partner closely with Office of the Chairman Investor Relations, Office of the Chairman, Corporate Governance, Corporate Media Relations and others to ensure strong and aligned messaging on key policy, access, value and pricing issues

Fully leverage competitive advantage of single-Enterprise set of strategic priorities to drive policy and access outcomes. Actively encourage best practice sharing between markets and sectors

Serve as key alignment leader between business and GA&P

Strengthen Latin America and Canadian capabilities on approaches to public affairs and access communication

Partner closely with C&PA leaders in Latin America and Canada to develop strategies to leverage C&PA capabilities to shape dialogue on policy and access issues in widely varying markets, encompassing government healthcare systems, self-pay markets, and mixed health marketplaces

Enhance and protect Enterprise reputation and influence in policy and access arenas

Advise JALT & GA&P on engagement in the policy and access arenas, positioning senior leaders, Janssen and J&J as thought leaders on key issues with key decision-makers and influencers

Maintain stakeholder trust by ensuring that team proactively identifies potential issues and oversee development of strong issues-management strategies

Ensure excellence in management of policy and access issues that may impact stakeholder trust and company reputation

Partner closely with Business Unit Communication Leaders and Janssen Latin America C&PA leaders to address media and stakeholder inquiries related to policy and access issues

Partner closely with Corporate Communication, global Janssen communication, Media Relations, Workforce Communication, Strategy & Insights and others to ensure Enterprise alignment

Serve as spokesperson for top-tier, complex media inquiries

Build employee engagement and advocacy by helping employees understand the impact of policies on innovation, access and patient care, business outcomes and reputation

Oversee development and implementation of internal communication strategy and messages that inform and engage employees on key policy and access issues

Partner closely with Enterprise public affairs colleagues, Workforce Communication leaders, HR, global access colleagues, and others to ensure integrated, seamless integration Enterprise communication

Build and develop a high-performing, continuously improving team that makes our Enterprise and the GCPA function stronger

Serve on North America C&PA Leadership Team, and build public affairs capabilities across the North America and Latin America regions

Qualifications

Experience and functional competencies:

15+ years of experience managing public affairs in a company, NGO, government agency or public relations agency; track record of successful public affairs achievements

Extensive experience in US healthcare policy and the political landscape

Proven leadership capabilities and senior level business partnering

Extensive experience in crisis/issues management

Extensive experience dealing with national and local lay, professional/trade and social media

Extensive experience in managing budgets and resource allocation across large critical projects

Exercise a high level of independent judgment even in challenging, complex situations
