Director, Government Engagement - US Federal

The Director, Government Engagement - US Federal is responsible for advocating changes to Federal laws and regulations by engaging Congress and the Executive Branch on Moderna’s priorities. This person will develop and lead relations and collaboration with Federal legislators and regulators who make legislative and public policy decisions and other key stakeholders who shape those decisions.

This position will report to the Sr. Vice President, Government Engagement and work remote from Washington, D.C.

Here’s What You’ll Do:

Lead the development and execution of federal government relations strategies and tactics to successfully implement legislative and policy goals pertaining to Moderna’s policy and business interests

Establish alliances with national patient advocacy groups, health professional organizations, business associations or other groups as appropriate to further Moderna’s priorities

Develop, maintain and expand relationships and communications with US Congress, federal agencies, industry associations, etc to ensure Moderna is known as a thought and policy leader on issues and policies impacting the biotech industry

Manage day-to-day relationships with industry trade associations and participate in relevant groups to advocate for Moderna’s desired objectives.

Perform legislative and regulatory analysis for a wide range of policy and political matters that may impact the Company

Develop timely reports and summaries of state-level actions and policy with direct impact to company and industry priorities and coordinate necessary meetings to update relevant stakeholders

Build internal and external knowledge and understanding of policy parameters and political factors influencing Moderna’s government engagement objectives and ensure ongoing awareness and support for legislative activities with Moderna’s business leaders

Participate in strategic meetings with patient association and medical/health stakeholders, as needed

Here’s What You’ll Bring to the Table:

Bachelor’s degree required. Graduate degree (business, legal, policy etc.) preferred

Minimum 10+ years of experience in federal government affairs, public or health policy, preferably in healthcare sector in positions of increasing responsibility. Related experience and/or education may be considered

Industry related, Trade association, lobbying, federal agency, and Capitol Hill experience desirable

Proven involvement and success in developing federal legislative campaigns and strong knowledge of the federal legislative and regulatory processes including understanding of Federal healthcare programs (i.e. Medicare/Medicaid, VA, DOD etc.)

Established relationships with policy makers within healthcare community including relevant Congressional committees, key staff, and federal agencies

Ability to effectively interact with policymakers, executives and possess outstanding written, verbal and presentation skills to synthesize complex issues and persuasively articulate specific actions and initiatives

Must possess excellent written and verbal communication skills, interpersonal skills, consensus gathering skills, and be a team player in collaborating, supporting and implementing function, department initiatives

Ability to manage multiple projects in a fast-paced environment

Ability to effectively collaborate in a dynamic, cross-functional matrix environment
