Position: Climate Policy & Advocacy Sr. Manager 

Reports To: Vice President, Advocacy & Campaigns

Location: Protect Our Winters offers hybrid work hubs for candidates residing in Colorado, Washington, Oregon, Nevada, Montana, Vermont, or New Hampshire. We are open to considering candidates in Washington, DC. We are not able to hire in other states at this time.

Background

Founded in 2007 by legendary snowboarder Jeremy Jones, Protect Our Winters (POW) is a 501(c)(3) nonprofit leading the outdoor movement for climate action. POW’s work is led by inspirational snow, trail, and water athletes and also includes brands, scientists, artists, and communities. Together, they represent the “Outdoor State,” the 175 million people in the U.S. who spend time outside and care deeply about clean air, clean water, and a healthy planet. POW is cross-partisan and committed to building an inclusive Outdoor State that reflects the nation’s vibrant population. Through education and advocacy campaigns for clean energy, public lands, and civic engagement, POW turns outdoor passion into climate action.


The Opportunity

Protect Our Winters (POW) is seeking a dedicated and experienced Climate Policy & Advocacy Sr. Manager to help lead our efforts in addressing the climate crisis by working on legislative and policy initiatives. As part of that work, the Climate Policy & Advocacy Sr. Manager will help to mobilize Protect Our Winters’ athletes, creatives, scientists, brands, and partners on policy, legislative, and high-impact and/or opportunistic campaigns. They will lead policy analysis, advocacy writing, and both direct and grassroots lobbying efforts, and campaigns — primarily focused on federal climate and energy policy, with potential to expand to state legislatures over time. 


This role requires a deep understanding of climate and energy policy, as well as direct experience either as a legislative staffer or in managing successful legislative advocacy campaigns. The ideal candidate will be passionate about protecting the outdoor spaces we love while driving bold climate action. If you’re a policy expert who’s also a strong project manager — someone who can turn strategy into action, coordinate across teams, and translate complex ideas for diverse audiences — this role could be a great fit.


Key Responsibilities

Strategy & Leadership

  • Develop and lead legislative advocacy campaigns at the federal and state levels to advance climate policy.
  • Oversee cross-departmental coordination on policy-related initiatives (communications, partnerships, development).
  • Manage, coach, and mentor advocacy team staff; set goals, conduct check-ins, and lead performance evaluations.
  • Stay informed on climate politics and policy trends in targeted geographies to ensure timely and relevant campaigns.


 Policy Development & Advocacy Execution

  • Monitor legislative developments and identify opportunities for engagement.
  • Conduct policy research and analysis to inform advocacy strategies
  • Create briefs, talking points, fact sheets, and presentations for internal use, alliance members, and donors.
  • Serve as POW’s internal subject-matter expert for public-facing communications related to climate policy, reviewing materials for accuracy and alignment.
  • Coordinate POW’s participation in public comments, hearings, testimony, sign-on letters, and briefings.
  • Represent POW in meetings, hearings, and events with government officials, coalitions, and partners.
  • Coordinate and lead relationship with POW’s contract government affairs team in D.C. 
  • Help define and articulate POW’s policy agenda and lead on opportunities for new and original legislation. 

Stakeholder Engagement & Coalition Building

  • Engage with Brand and Athlete Alliances, scientists, creatives, and partners to drive action and amplify advocacy.
  • Customize coaching and provide toolkits to Brand Alliance members for campaign participation.
  • Build and maintain relationships with policy partners, coalitions, and lawmakers, particularly in key geographies.
  • Organize and lead state and federal lobby days, including logistics, meetings, materials, and participant preparation.
  • In partnership with the Alliance & Training department, develop and teach climate policy education content for Alliance members.


Campaign Programming & Public Mobilization

  • Draft and execute advocacy campaigns using POW’s digital and traditional communication platforms.
  • Ensure calls to action are integrated across departments.
  • Oversee research on best practices in voter education, policy engagement, and digital advocacy.
  • Provide policy and campaign education at events and trainings.

Required Qualifications:

  • Experience in Climate Policy: At least 5 years of experience working in climate policy, environmental law, or a related field as a legislative staffer on climate, energy, and natural resources, or managing legislative advocacy campaigns in those same fields. At least 2-3+ years of people management experience.
  • Proven track record of influencing policy outcomes and advancing legislative priorities.
  • Experience working with and managing coalitions, including demonstrated skill in navigating complex coalition dynamics and building consensus.
  • Strong knowledge of federal and state legislative processes, particularly related to environmental and climate policy.
  • A strong network within the climate policy, outdoor recreation, or clean energy sectors.
  • Excellent verbal and written communication skills, with proven ability to translate complex policy issues for diverse audiences and create persuasive advocacy materials.
  • Demonstrated ability to build and maintain relationships with policymakers, stakeholders, and coalition partners.
  • Experience leading projects (i.e., project briefs, reports, after-action reviews) and managing employees or contractors (i.e., assigning tasks, communicating expectations and timelines, providing feedback) independently.


Preferred Qualifications:

  • Experience working with environmental or climate-focused NGOs.
  • Experience working with outdoor brands.
  • Familiarity with digital advocacy tools like Phone2Action (Quorum), CRMs (Salesforce), and Project Management platforms like Trello.
  • Experience working on state-level climate or energy policy initiatives or familiarity with state legislative processes and regional policy landscapes related to climate, energy, and/or conservation.
  • Passion for climate advocacy, the outdoor industry, and engaging communities to take meaningful climate action.

Compensation:

Salary is commensurate with experience, with a salary range of $85,000 - $95,000. Protect Our Winters offers a generous benefits package including healthcare, vision, and dental benefits, as well as a retirement match.
