Job Description
The Commission on Human Rights (the Commission) is the agency charged with enforcing the New York City Human Rights Law (NYCHRL) – one of the most expansive civil rights laws in the nation. Through its Law Enforcement Bureau (LEB), the Commission accepts claims filed by the public, and has the power to initiate its own investigations to affirmatively root out discrimination, harassment, retaliation, and other violations of the NYCHRL.
The Commission’s Community Relations Bureau (CRB) is empowered to take action against prejudice, intolerance, bigotry, discrimination and bias-related violence or harassment through education, trainings, outreach efforts, and other mechanisms aimed at creating partnerships and relationships with stakeholders in the community. Both bureaus collaborate closely to work towards the shared goal of fostering mutual understanding and respect among all New Yorkers and encouraging equality of treatment throughout the City.
The Policy Analyst & Adjudications Coordinator will work within the Office of the Chair of the Commission to manage the appeals docket, track legislative and policy developments, contribute to rulemaking and regulatory processes, draft internal documents, including research memos and policy statements that advance human rights law protections, collaborate with community stakeholders, sibling agencies, and elected officials on policies and initiatives relating to the NYCHRL. The incumbent works directly with the Deputy Commissioner of Policy, the Deputy Commissioner of Operations and the Chair and Commissioner as appropriate.
Job Description:
- Researches and tracks legislative histories, legislative proposals, and policy developments.
- Contributes to rules, regulations, outreach, and development and dissemination of information for Commission stakeholders.
- Tracks appeals and adjudicatory orders.
- Works with community stakeholders and government agencies in considering research projects, and possible changes to law and policy.
- Collaborates with the Commission’s Community Relations and Law Enforcement Bureaus to identify areas for collaboration and coordination.
- Fields policy and legislative stakeholder inquiries to the Office of the Chair.
- Organizes public engagement activities for the Office of the Chair, including roundtables and public hearings.
- Develops and reviews work of fellows and interns as appropriate in advancing objectives of the Office of the Chair.
- Performs all duties as needed to advance the work of the Office of the Chair.
Minimum Qual Requirements
1. A baccalaureate degree issued after completion of a four-year course in an accredited college or university and four (4) years of appropriate, full-time experience gained in such fields as intergroup relations, community relations, labor or industrial relations, law, social service, education, housing, research investigation, personnel administration, or public relations, of which one (1) year must have been in a supervisory or administrative capacity, or
2. A satisfactory equivalent.
One (1) year of full-time intergroup relations experience will be accepted in lieu of the one (1) year of supervisory or administrative experience.
Preferred Skills
- Strong relationships with organizations and groups serving diverse communities in the City and experience working with some of the following people and communities: immigrants; people of color; people with limited English proficiency; people living with HIV/AIDS; lesbian, gay, bisexual and/or transgender people; people with disabilities; people with accommodations issues related to pregnancy, disability or religion; and people with criminal or arrest histories, and relevant work experience
- Master's Degree or equivalent coursework or experience in the arena of Public Policy or Political Science is an added advantage.
- Experience or Training in managing a case docket, including but not limited to paralegal experience.
- Demonstrated interest in, and ability to, address discrimination in housing, employment, and public accommodation.
- Research and drafting experience
- Track record working to advance equity and human rights
- Must be well-organized, assertive, and able to work independently and collaboratively.
- Strong work ethic.
- Excellent attention to detail and organizational skills.
- Strong oral and written communication skills.
- Strong people skills and leadership skills.
- Familiarity with the NYCHRL.
- Fluency in a language other than English, preferably one common in New York City
